Crimes against Children 10-26-12

Charleston, WV
U.S. Attorney Booth Goodwin today announced that a Boone County man was sentenced to eight years and one month in federal prison, followed by 15 years of supervised release, for receiving child pornography. Daniel C. Runion, 27, of Seth, Boone County, West Virginia, previously pleaded guilty in June. Runion admitted that on July 29, 2011, he used his computer and a file sharing program to knowingly receive via the Internet child pornography; that is, images and videos of minors engaged in sexually explicit conduct, including actual or simulated sexual intercourse and the lascivious exhibition of the genitals and pubic area of the minors. Runion admitted that he received and transported the images and videos of the minors while at a residence in Seth. Runion further admitted that he knew the images and videos constituted child pornography.

The investigation revealed that Runion knowingly possessed more than 600 images and videos on his computer depicting minors engaged in sexually explicit conduct. Some of the images have been identified as known children.

Brian Matthew Williams, age 28, of West Chester, Pennsylvania, pleaded guilty today to receipt of child pornography.

“This defendant egregiously violated the privacy of young boys by secretly recording them in public restrooms, a crime that gives every parent nightmares,” said U.S. Attorney Rod J. Rosenstein. “I am grateful to the vigilant citizen who noticed the unusual behavior and immediately called 911 and to the police and prosecutors who conducted an urgent investigation.”

According to his plea agreement, on May 6, 2012, Williams spent nearly five hours at the Maryland House and Chesapeake House rest stops on I-95, going in and out of the men’s restrooms filming several minor males, most of whom were pre-pubescent, as they used the urinals. Williams positioned himself at an adjacent urinal and used his cellular telephone to create 21 videos focused on the genitals of minor males. Two of the videos depict two minor males urinating and captures images of one of the pre-pubescent minor male’s exposed penis. After capturing the images of the minor males using the urinals, Williams would exit the restroom and wait for the minor males to walk out, then capture full length images of the minor males, including their faces. After the parents of one of the victims reported Williams’ suspicious behavior to Maryland State Police, he was arrested, charged in Cecil County, and released on bond the same day.

According to the sentencing memorandum, John Dennis Clark, III used a Yahoo! Flicker account to upload 13,800 images of child pornography from January 2, 2007 to June 17, 2007. Flickr users who discovered the images complained to Yahoo! about the presence of child pornography associated with the “audriusmackevicius” account. Yahoo! submitted 13,800 images as a cybertip report to The National Center for Missing & Exploited Children (NCMEC) on August 15, 2008. NCMEC referred the investigation to the FBI. The FBI traced the Internet protocol to an Insight account on Iola Road in Louisville, Kentucky. On January 7, 2009, the FBI executed a search warrant and seized Clark’s laptop computer and several items related to international travel. The Regional Computer Forensic Laboratory (RCFL) conducted a forensic examination of Clark’s laptop and discovered thousands of images of child pornography consisting of mostly prepubescent boys engaged in sexual activity. Seven days later, Clark fled the United States from Chicago to Warsaw, Poland. On or about February 27, 2009, during a check of international border crossing records, law enforcement discovered that Clark had fled the United States for Eastern Europe in a failed attempt to avoid prosecution.

Peter Robert James, age 43, of Colorado Springs, Colorado, was sentenced by Chief U.S. District Court Judge Wiley Y. Daniel to serve 180 months (15 years) in federal prison for distribution of child pornography, the United States Department of Justice, the Internet Crimes Against Children Task Force (ICAC), the Colorado Springs Police Department, and U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) announced. Following his prison sentence, James was ordered to spend 10 years on supervised release. Chief Judge Daniel also ordered James to pay restitution totaling $5,000 to the two victims of his crime, with each receiving $2,500. The defendant appeared at the hearing free on bond, and was remanded into custody at the conclusion of the sentencing hearing.

According to the stipulated facts contained in the plea agreement, on August 10, 2010, a police officer in the Child Exploitation Section of the Sex Crimes Unit of the Toronto Police Service signed on to a file-sharing program account of an individual who had been arrested by the London Police Service for possession of child pornography. The Toronto police officer observed that a person using a specific user name was online. The officer browsed the 14 top-level directories that the target was sharing. While browsing the directories and subdirectories, the officer observed many images of child pornography. The officer captured thumbnails of more than 3,000 of these browsed images. The collection of files were both large and well-organized. The officer determined that the username in question’s IP address was registered to Comcast Cable with the user located in Colorado Springs. The officer ultimately downloaded 82 files from the target, which included 71 images of child pornography and five videos of child pornography. The Toronto Police Department referred the findings of their investigation to HSI, who in turn referred the case to the Colorado Springs Police Department.

U.S. District Judge Marvin J. Garbis sentenced Joel Stevens, age 52, of Baltimore, Maryland, today to four years in prison followed by a lifetime of supervised release for possessing child pornography. Judge Garbis ordered that upon his release from prison, Stevens must register as a sex offender in the place where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA).

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein and Special Agent in Charge Stephen E. Vogt of the Federal Bureau of Investigation.

According to the plea agreement, on October 8, 2010 Stevens offered to share online digital images of “nice young girls or under 12” to another individual. Stevens discussed sharing files and provided the passwords so that the individual could access Stevens’ child pornography images and videos. Stevens made 77 digital files available to the other user, which contained visual depictions of minors under the age of 12 engaging in sexually explicit conduct.

U.S. District Judge Catherine C. Blake sentenced David Mitchell Rowe, age 65, of Linthicum, Maryland, today to 12 years in prison followed by a lifetime of supervised release for using a cell phone to coerce a minor to engage in sexual activity. Judge Legg ordered that upon his release from prison, Rowe must register as a sex offender in the place where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA).

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Stephen E. Vogt of the Federal Bureau of Investigation; Anne Arundel County Police Chief Larry W. Tolliver; Chief James W. Johnson of the Baltimore County Police Department; and Baltimore County State’s Attorney Scott Shellenberger.

According to his plea agreement, in June of 2011, Rowe was a member of the swimming pool association at a hotel in Linthicum, Maryland, where he befriended a 9-year-old girl. Over the course of a few days, Rowe played games in the pool with the girl, wrestled with her, touched her vagina over her bathing suit, and exposed his penis while she was underwater.

Juan Carlos Escobar Gonzalez was sentenced today to 188 months of imprisonment for raping an undocumented 17-year-old El Salvadoran girl in the back of a van at a rest stop in New Jersey while transporting her from Texas to her family in New York. The sentence will run consecutively to the 57-month sentence the defendant received in an alien smuggling case in the Eastern District of Texas in May 2010. The sentencing proceeding was held today before United States District Judge Sterling Johnson, Jr., at the U.S. Courthouse in Brooklyn, New York. The defendant was convicted after trial in November 2011 of interstate transportation of a minor with intent to engage in illegal sexual activity, interstate travel with intent to engage in illicit sexual conduct with a minor, and alien smuggling.


Dayton, OH
An Ohio man accused of raping a boy who authorities say was brought to his home by the boy's adoptive father is now facing child pornography charges.

The Montgomery County prosecutor said Monday that 32-year-old Patrick Rieder (REE'-dur) has been indicted on charges that include 49 counts of pandering sexually oriented material involving a minor.

Prosecutor Mat Heck Jr. says the charges come after a search warrant was executed at Rieder's home, and child pornography was discovered on his computers and other electronic equipment.

Collinsville, IL
Federal investigators say a Collinsville, Ill. man has been charged for producing child pornography to share on the internet.

The federal indictment shows the alleged abuse and production of child pornography was going on for more than two years, and a child advocate said that gives her reason to believe other children could have been in the same danger.

Martin Evanick, 31, who goes by Vlad, portrays himself as a maniacal clown on his Facebook page, which says he’s a drummer in the band “The Core of Your Nightmares.”

Federal investigators said, in April, Evanick took inappropriate pictures of himself engaged in a sex act with a child.  According to a press release sent from the U.S. Attorney’s office, the alleged violations happened in Madison County in June of 2010 and then again a year later in June of 2011.

A 27-year old Coral Springs man has been arrested and charged with possessing child pornography.
Justin Aaron was charged with dozens of counts.

After an investigation by the Broward Sheriff’s Office, deputies went to his home and found a laptop and external hard drive with dozens of child porn videos.

According to the probable cause affidavit, Aaron admitted to possessing, downloading and saving numerous child porn videos on his computer. He also stated that he’s been downloading child porn for approximately two to three years, according to the affidavit.
