Crimes against Children 11-9-12

Baltimore, MD
U.S. District Judge William D. Quarles, Jr. sentenced Rahn Hemby, age 23, of Hyattsville, Maryland, today to four years in prison followed by lifetime supervised release for possessing child pornography. Judge Quarles ordered that upon his release from prison, Hemby must register as a sex offender in the place where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA).

According to the plea agreement, on September 28, 2010 and March 1, 2011, an undercover FBI agent connected to a publicly available file sharing program on the Internet and observed that Hemby was logged in, sharing over 15,000 files, including images of child pornography. The agent downloaded some of the images and videos of child pornography from Hemby’s shared file.

Lubbock, TX
Nathan Derek McGinn, 32, of Brownwood, Texas, pleaded guilty today before U.S. District Judge Sam R. Cummings to one count of receiving child pornography, announced U.S. Attorney Sarah R. SaldaƱa of the Northern District of Texas. He faces a maximum sentence of not less than five years or more than 20 years in federal prison and a $250,000 fine. Judge Cummings ordered a presentence investigation report with a sentencing date to be set after the completion of that report. McGinn remains in federal custody.

According to documents filed in the case, McGinn used his computer, which was connected to the Internet, to access music and various forms of pornography through the use of file sharing software. Specifically, McGinn used the software to collect and share hundreds of images of child pornography.

A Columbus man accused of video taping a juvenile girl in various states of nudity has been given a plea bargain in court Thursday morning.

Royce Nicely was facing two felony counts of voyeurism, three misdemeanor counts of voyeurism, one count of tampering with evidence, and 16 counts of pandering sexually-oriented matter involving a minor.

Oakdale, MN

An Oakdale priest who formerly served at a parish in St. Paul pleaded guilty Thursday, Nov. 8, to molesting two boys and possessing child pornography.

Curtis Carl Wehmeyer, 48, sexually abused the brothers when he was pastor of Blessed Sacrament on St. Paul's East Side, he admitted in a Ramsey County District Court hearing Thursday afternoon. He also pleaded guilty to possessing child pornography


West Palm Beach, FL
The former local chief of U.S. Immigration and Customs Enforcement had up to 150 pieces of child pornography on his personal laptop and used his expertise to wipe the computer clean, according to federal court documents filed this week.

The revelations come on the eve of Anthony Mangione's Friday sentencing for e-mailing child pornography to a former school bus driver in Delaware. He faces a mandatory five years in prison with federal prosecutors seeking a sentence of a little more than seven years.

San Antonio, TX
United States Attorney Robert Pitman announced that 33-year-old Robert Ramos, Jr., of Austin, faces a minimum mandatory 15 years and up to 50 years in federal prison after pleading guilty earlier today to production and distribution of material relating to the sexual exploitation of children.

Appearing before United States Magistrate Judge Mark Lane, Ramos, who was previously an assistant band director at Dessau Middle School in Pflugerville, admitted that he obtained sexually explicit images of a 13-year-old girl through communicating with her on Facebook using Facebook accounts that falsely portrayed him as a teenaged girl. Ramos then distributed those images to a teacher in New York, Timothy Bek, who was also contacting underage girls for the purpose of obtaining sexually explicit images. Ramos also admitted that he viewed and recorded, via Internet webcam, a video broadcast of a 5-year-old girl being sexually abused by Jennifer Mahoney, of New Jersey. Both Bek and Mahoney have been prosecuted in their respective jurisdictions for their criminal activities relating to child pornography.

Dallas, TX
An 18-year-old senior at Highland Park High School has been charged with sexually assaulting an underage classmate, MyFoxDFW.com reported.

Highland Park police on Monday arrested Ryan Romo on a charge of sexual assault of a child. Romo left jail the following day on a $100,000 bond.

The alleged victim, a Highland Park underclassman who knows Romo, told police she bumped into Romo at a concert and then left the venue with him. The pair took a cab to Romo's Chevy Tahoe and then drove the SUV to a street, where they parked and began making out, according to the document.
That's when Romo allegedly raped the girl, despite her protests, the affidavit states.

It also states that Romo dropped off the alleged victim at her home, where she told her mother about the alleged attack.

Rapid City, ND
Plea negotiations are underway for a Rapid City man accused of possessing child pornography.
Abraham Davila, 34, is charged with six counts of possessing, distributing or manufacturing child pornography.

Lake Wales, FL
A former Lake Wales youth minister who is a convicted sex offender was indicted on two counts of producing and attempting to produce child pornography, according to the U.S. Attorney's Office.

Arnold Maurice Mathis, 41, is facing a minimum of 35 years in prison if convicted.  Mathis was a youth minister and associate pastor at Higher Praise Ministries in Lake Wales during the time he is accused of producing and attempting to produce the pornography between May and November 2011.

East Hartford, CT
Federal agents on Thursday charged a 48-year-old East Hartford police officer with one count of receiving child pornography.

Andrew W. Nielsen, of 58 Pleasant Valley Road, South Windsor, is accused of ordering multiple DVDs of child pornography from a foreign company. The videos were shipped to his home sometime between November 2010 and April 2011, prosecutors said.

South Windsor police were called to assist federal agents in the U.S. Postal Inspection Service who raided Nielsen's home and reportedly seized DVDs of child pornography.
