Ramiro Espinoza Jamaica, also known as “Criminal,” 21, of Manassas, Virginia, was sentenced today to 168 months in prison, followed by 10 years of supervised release, for the sex trafficking of a juvenile female in Northern Virginia.
Neil H. MacBride, United States Attorney for the Eastern District of Virginia; James W. McJunkin, Assistant Director in Charge of the FBI’s Washington Field Office; Charlie T. Deane, Prince William County Chief of Police; and Douglas W. Keen, Manassas City Chief of Police, made the announcement after sentencing by United States District Judge T.S. Ellis, III. Espinoza Jamaica pled guilty to the sex trafficking of a child on April 12, 2012.
“Ramiro Jamaica, better known as ‘Criminal,’ is a SUR-13 gang member who preyed on a vulnerable 14-year-old girl. After luring her into his apartment, he sexually abused her, physically assaulted her, and then made money by prostituting her to a stranger,” said U.S. Attorney MacBride. “My office has charged 11 Northern Virginia gang members with juvenile sex trafficking and will continue our zero-tolerance policy against all human traffickers. Today’s conviction sends a strong message that we will put away anyone who sexually exploits children in this district, even a single time.”

U.S. Attorney William J. Hochul, Jr. announced today that Kevin L. Donaldson, 47, of Salamanca, New York, was convicted after a two-week jury trial of transporting minors across state lines for the purpose of sexually abusing them and witness tampering. The defendant faces a mandatory minimum penalty of 10 years in prison with a maximum of life, a $250,000 fine, or both, when sentenced by U.S. District Judge Richard J. Acara, who presided over the trial.
Assistant U.S. Attorneys Aaron J. Mango and Michael DiGiacomo handled the prosecution of the case. As shown by the evidence at trial, on multiple occasions between April 2004 and July 2007, the defendant, an over-the-road truck driver, transported three of his minor relatives across state lines and repeatedly raped them. One of the victims was 13 years old when Donaldson began raping the victim, with this conduct continuing over the next three years. Testimony at trial indicated the defendant ignored repeated pleas from his victims to stop.
A federal indictment unsealed late yesterday charges a 28-year-old Cass Lake man with kidnapping and assaulting a girl while on the Red Lake Indian Reservation. Robert Elliot Roybal, Jr., was charged with two counts of kidnapping and one count of assault with a dangerous weapon in connection to the crime. The indictment, which was filed on August 7, 2012, was unsealed following Roybal’s initial appearance in federal court.
The indictment alleges that on June 26, 2010, Roybal kidanpped a girl who was under the age of 18. In addition, it alleges that Roybal assaulted the girl by kicking her.
United States Attorney Deborah R. Gilg announced that Abraham Richardson, age 26 of Grand Island, Nebraska, was sentenced on August 9, 2012, in Lincoln, Nebraska, to 20 years in prison by Senior United States District Judge Richard G. Kopf for receipt and distribution of child pornography. The sentence also requires Richardson to serve a lifetime term of supervised release following his incarceration, pay $3,333 in restitution, forfeit computer equipment to the United States, and to be registered as a sex offender.
While conducting an undercover operation in March 2010, an investigator with the FBI in Rochester, New York, was able to access child pornography images from computers that were using file sharing software publicly available on the Internet through a peer-to-peer network. Investigators determined Richardson was one of the users who sent a friend request to an undercover investigator and allowed the investigator to view and download files that contained child pornography.
A search warrant was executed at Richardson’s residence in Grand Island in February 2011. Forensic examination of the computers and related storage media which were seized revealed over 15,000 images of child pornography.
In addition to this case for which Richardson was sentenced, he is facing charges in a case pending in Hall County District Court. Those charges include kidnapping and sexual assault of a child.
