Crimes against Children 7-16-12

Franklin police are investigating a child molestation case involving a maintenance worker at the Johnson County Juvenile Detention Center.
The investigation began on July 2, when police were made aware of allegations against Dwayne Carter, 52, Franklin. Police interviewed two male victims, who told investigators that Carter had been molesting them since early 2010. The victims, aged between 11 and 15 years old at the time, described “inappropriate touching up to and including oral sex,” according to the police report.
According to the probable cause, one victim told police that Carter touched him inappropriately between 15 and 20 times between the summer of 2010 and March or April of 2012. During the first incident, the victim said Carter watched a pornographic movie and then started to rub his legs, back and bottom. The next morning, Carter rubbed the boy’s privates and attempted to perform oral sex.
The victim said Carter followed a similar routine of watching a pornographic movie, rubbing and sex acts during subsequent encounters.
