Crimes against Children 10-29-12

Norwich, CT
A 33-year-old city man suspected of possessing and sharing images and videos of child pornography was arrested at his home on Friday, the state police said.

Jason Fraser, of P.O. Box 73 Lebanon, Norwich, was charged with one count of first-degree possession of child pornography with bail set at $50,000.

A computer crimes unit of the state police allegedly discovered that child pornography files were shared from an Internet account at based out of Fraser's home. Police served a warrant Friday, seizing evidence that contained such files, according to a police report.

U.S. Attorney Booth Goodwin announced today that a Michigan man pleaded guilty in federal court to traveling in interstate commerce with intent to engage in illicit sexual conduct with a minor.

Ashlee C. Liebert, 33, of Whitmore Lake, Michigan, admitted that for approximately five months, beginning in November 2011 through March 2012, he established a relationship with a 12-year-old minor residing in Putnam County, West Virginia. Liebert admitted that he communicated with the minor by e-mail and cellphone where they had conversations that were sexual in nature. Liebert further admitted that he exchanged sexually explicit images with the minor.

Virtually everyone has a cellular telephone with a camera and most people use them in a responsible manner. But this week, three individuals were sentenced by U.S. District Judge Samuel H. Mays for using their phones to produce or receive child pornography.

John Vincent LaBuda, 31, of Shelby County, pleaded guilty to one count of production of child pornography and was sentenced to 360 months in federal prison. He also pleaded guilty to one count of possession of child pornography and was sentenced to 120 months that will run concurrently.
In an unrelated case, husband and wife Daryl Wayne Maness, 38, and Shannon Ann Maness, 37, both of Chester County, Tennessee, pleaded guilty to one count each of receiving child pornography, and were each sentenced to 120 months in prison.

All three will also be be subject to 15 years of supervised release, during which time they must register as sex offenders, participate in sex offender treatment, have no contact with minors, and refrain from accessing or possessing pornography of any kind. The also may not live near places where minors are likely to be, such as parks or swimming pools.
