Crimes against Children 11-14-12

Orlando, FL
A Central Florida man who reportedly told agents he hears voices of girls saying they love him pleaded guilty to a child pornography charge in Orlando federal court.

FBI agents began investigating Michael Vangasbeck when a man told authorities in March that the DeBary man contacted his 10-year-old daughter online and indicated he wanted to show her his genitals.
Agents interviewed Vangasbeck in April, and the 34-year-old admitted to having roughly 1,000 images of child pornography on his desktop computer.

Shelby Twp., MI
A 54-year-old Shelby Township resident has been charged with possession of child pornography.

The Macomb Area Computer Enforcement Team (MACE) received an FBI lead from the Oklahoma City Office - a peer-to-peer file exchange that had several dozen file names consistent with child pornography.

A member of the MACE team following up on the tip discovered that the IP address was registered to a David Perez of Shelby Township.

According to the criminal complaint filed in the Eastern District Federal Court of Michigan, Perez admitted to using the file sharing program but denied purposefully downloading child pornography. Perez also admitted that he "accidentally" received files containing child pornography.

Washington, DC
A former special agent in charge of the U.S. Immigration and Customs Enforcement (ICE)-Miami Office was sentenced today to serve 70 months in prison for transporting child pornography, announced Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division, Acting Special Agent in Charge Michael B. Steinbach of the FBI Miami Field Office and Sheriff Al Lamberti of the Broward County, Florida Sheriff’s Office.

Anthony Mangione, 52, of Parkland, Florida, was sentenced by U.S. District Judge Kenneth A. Marra in West Palm Beach, Florida. In addition to his prison term, Mangione was sentenced to serve 20 years of supervised release.

On July 16, 2012, Mangione pleaded guilty to one count of transportation of child pornography in U.S. District Court in the Southern District of Florida. He was indicted on September 27, 2011, by a grand jury in Fort Lauderdale, Florida.

Boise, ID
Michael James Angus, 68, of Star, Idaho, was sentenced today in United States District Court in Boise to 120 months in prison for possessing sexually explicit images of minors, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Angus to be on supervised release for the remainder of his life and pay restitution to the victim. A hearing to determine the amount of restitution has not yet been set.

According to the plea agreement, deputies from the Ada County Sheriff’s Office, who are members of the Idaho Internet Crimes Against Children (ICAC) Task Force, began an investigation after a 10-year-old female reported that Angus had engaged in inappropriate sexual contact with her while her family was visiting at Angus’ home on October 30, 2011. The parents of the 10-year-old also expressed concern for the welfare of another child, an 8-year-old, who often spent time alone with Angus at his home.

Investigators identified the 8-year-old and contacted her. The girl, whom Angus had cared for off and on for several years, disclosed inappropriate contact by Angus, and told investigators that he had also taken pictures of her dancing, posing nude, and when she was in the bathtub.

Trenton, NJ
Warren County, New Jersey man today admitted possessing child pornography on his computer and an external hard drive, including violent video images, U.S. Attorney Paul J. Fishman announced.

Leonard Ramirez, 40, of Great Meadows, New Jersey, pleaded guilty before U.S. District Judge Freda L. Wolfson in Trenton federal court to an indictment charging him with possession of child pornography.

On April 21, 2009, law enforcement agents from the Phillipsburg, New Jersey Police Department interviewed Ramirez at his former girlfriend’s residence in Phillipsburg. They obtained Ramirez’s consent to search his laptop computer and discovered images of child pornography.

Crimes against Children 11-1-12

San Antonio, TX
United States Attorney Robert Pitman announced that 33-year-old Robert Ramos, Jr., of Austin, faces a minimum mandatory 15 years and up to 50 years in federal prison after pleading guilty earlier today to production and distribution of material relating to the sexual exploitation of children.

Appearing before United States Magistrate Judge Mark Lane, Ramos, who was previously an assistant band director at Dessau Middle School in Pflugerville, admitted that he obtained sexually explicit images of a 13-year-old girl through communicating with her on Facebook using Facebook accounts that falsely portrayed him as a teenaged girl. Ramos then distributed those images to a teacher in New York, Timothy Bek, who was also contacting underage girls for the purpose of obtaining sexually explicit images. Ramos also admitted that he viewed and recorded, via Internet webcam, a video broadcast of a 5-year-old girl being sexually abused by Jennifer Mahoney, of New Jersey. Both Bek and Mahoney have been prosecuted in their respective jurisdictions for their criminal activities relating to child pornography.

Dallas, TX
An 18-year-old senior at Highland Park High School has been charged with sexually assaulting an underage classmate, MyFoxDFW.com reported.

Highland Park police on Monday arrested Ryan Romo on a charge of sexual assault of a child. Romo left jail the following day on a $100,000 bond.

The alleged victim, a Highland Park underclassman who knows Romo, told police she bumped into Romo at a concert and then left the venue with him. The pair took a cab to Romo's Chevy Tahoe and then drove the SUV to a street, where they parked and began making out, according to the document.
That's when Romo allegedly raped the girl, despite her protests, the affidavit states.

It also states that Romo dropped off the alleged victim at her home, where she told her mother about the alleged attack.

Rapid City, ND
Plea negotiations are underway for a Rapid City man accused of possessing child pornography.
Abraham Davila, 34, is charged with six counts of possessing, distributing or manufacturing child pornography.

Lake Wales, FL
A former Lake Wales youth minister who is a convicted sex offender was indicted on two counts of producing and attempting to produce child pornography, according to the U.S. Attorney's Office.

Arnold Maurice Mathis, 41, is facing a minimum of 35 years in prison if convicted.  Mathis was a youth minister and associate pastor at Higher Praise Ministries in Lake Wales during the time he is accused of producing and attempting to produce the pornography between May and November 2011.

East Hartford, CT
Federal agents on Thursday charged a 48-year-old East Hartford police officer with one count of receiving child pornography.

Andrew W. Nielsen, of 58 Pleasant Valley Road, South Windsor, is accused of ordering multiple DVDs of child pornography from a foreign company. The videos were shipped to his home sometime between November 2010 and April 2011, prosecutors said.

South Windsor police were called to assist federal agents in the U.S. Postal Inspection Service who raided Nielsen's home and reportedly seized DVDs of child pornography.

Norwich, CT
A 33-year-old city man suspected of possessing and sharing images and videos of child pornography was arrested at his home on Friday, the state police said.

Jason Fraser, of P.O. Box 73 Lebanon, Norwich, was charged with one count of first-degree possession of child pornography with bail set at $50,000.

A computer crimes unit of the state police allegedly discovered that child pornography files were shared from an Internet account at based out of Fraser's home. Police served a warrant Friday, seizing evidence that contained such files, according to a police report.

Huntington, WV
U.S. Attorney Booth Goodwin announced today that a Michigan man pleaded guilty in federal court to traveling in interstate commerce with intent to engage in illicit sexual conduct with a minor.

Ashlee C. Liebert, 33, of Whitmore Lake, Michigan, admitted that for approximately five months, beginning in November 2011 through March 2012, he established a relationship with a 12-year-old minor residing in Putnam County, West Virginia. Liebert admitted that he communicated with the minor by e-mail and cellphone where they had conversations that were sexual in nature. Liebert further admitted that he exchanged sexually explicit images with the minor.

Memphis, TN
Virtually everyone has a cellular telephone with a camera and most people use them in a responsible manner. But this week, three individuals were sentenced by U.S. District Judge Samuel H. Mays for using their phones to produce or receive child pornography.

John Vincent LaBuda, 31, of Shelby County, pleaded guilty to one count of production of child pornography and was sentenced to 360 months in federal prison. He also pleaded guilty to one count of possession of child pornography and was sentenced to 120 months that will run concurrently.
In an unrelated case, husband and wife Daryl Wayne Maness, 38, and Shannon Ann Maness, 37, both of Chester County, Tennessee, pleaded guilty to one count each of receiving child pornography, and were each sentenced to 120 months in prison.

All three will also be be subject to 15 years of supervised release, during which time they must register as sex offenders, participate in sex offender treatment, have no contact with minors, and refrain from accessing or possessing pornography of any kind. The also may not live near places where minors are likely to be, such as parks or swimming pools.

How Kids’ Pics Are Going From Social Networks to Porn Sites

A new study found that 88% of sexual or suggestive images — taken and uploaded to social networks by children and young people themselves — are ending up on porn websites.

The Internet Watch Foundation spent 47 hours (over four weeks) monitoring sexually explicit images and videos uploaded to the Internet by children and young adults. During the period, the Internet safety organization logged 12,224 images on 68 various “social network sites.”

Before long, almost 11,000 of those photos had been mined by pornographicparasite websites” — sites created with the sole purpose of exploiting sexual images of underage males and females.

The study also showed the dangerous level of naivety and ignorance children (and even some adults) have when it comes to Internet property rights.

“Young people have to realize that once they take a digital image, once it is uploaded, it essentially becomes public property and is virtually impossible to remove,” Sarah Smith, technical researcher at IWF, says. “The clear message is that if you post this content you are going to lose control of it.”
