Child Abduction Digest 10-11-12

Denver, CO
The Cody Police Department, Wyoming Division of Criminal Investigation, and the FBI are actively working a child abduction investigation that occurred in Cody, Wyoming.

Investigators are asking for the public’s assistance in identifying an unknown subject responsible for the abduction of a juvenile female from the Park County Complex in Cody, Wyoming.

The juvenile has since been found and reunited with her family.

The subject enticed the juvenile into his vehicle by asking for assistance in locating his missing pet.

Arvada, CO
The Jefferson County School District has sent letters to parents of 25 schools warning them of two recent "stranger danger" cases. 

The letters are asking parents to talk to their children and reinforce safe behaviors and remind them to always be aware of their surroundings.

Arvada Police are investigating the two attempted abductions. The first occurred last Sunday around 5:30 p.m., near 77th Drive and Terry Court. An 8-year-old boy was playing basketball in his driveway when he says he was approached by a man.

"Our neighbor came out and talked to us about it," Christi Brule, a neighbor of the little boy, said. "It was his son that it happened to. He just explained how the man came right up to him; right by the house in the driveway with the simple thing of, telling him he had candy. You know the things you tell your kids about and he actually used this line."

The sudden disappearance of a 10-year-old Colorado girl took yet another turn Wednesday, with authorities saying they believe she was abducted.

The case has seen a number of twists since Jessica Ridgeway vanished Friday on what should have been a short walk to school. Police initially said the public didn’t need to fear a kidnapper — then said they were investigating whether the case might be related to that of another girl who was abducted for several hours Monday in Wyoming, among other tips they received.

On Wednesday afternoon, authorities changed course more definitively, saying they believe Jessica was kidnapped by an ‘‘unknown suspect.’’

While authorities continue to look for a man who abducted and possibly sexually assaulted an 11-year-old Cody, Wyo., girl on Monday before releasing her several hours later, the community is working to come to grips with what happened.

"I know that the community, number one, is grateful that the girl was found," said Bryan Monteith, superintendent of Park County School District 6, which includes Cody. "But there's a lot of anger based on the fact that someone does this to an 11-year-old girl. I think they want him caught and brought to justice."

Rialto, CA
Police in Rialto are searching for a man who tried to kidnap two girls walking home from school.

It happened on Tuesday as the teenagers were on their way home from Eisenhower High School in the 100 block of East Base Line Road.

A man pulled up in a dark-colored Jeep Liberty and asked the first girl for directions.



When she ran away, he got out of the vehicle and grabbed the second girl by the shoulders, according to police.

She kicked and punched the suspect, and he got back in his SUV and drove away.

Child Abduction Digest 8-14-12

Cincinnati, OH
Two 16 year old boys charged with kidnapping an 8 year old boy from an Anderson Township school yard have agreed to plead "admit" to a reduced charge of abduction. It's essentially a guilty plea in juvenile court.

Local 12 Reporter Larry Davis was in court as the teens agreed to the reduced charge and avoided the possibility of being tried as adults. Davis reports both sides were behind closed doors for the better part of an hour working on the plea agreement, which means the 8 year old victim and the young witnesses will not have to testify in court.

The Anderson High School juniors sat at the defense table in handcuffs and leg irons. They told Juvenile Court Judge John Williams they agreed with the terms of the plea agreement.

Prosecutors say the two teens approached the eight year old boy and his friends while they were playing whiffle ball at Ayer Elementary School. The teens offered candy. One of the teens allegedly grabbed the eight year old around the waist--while the other went to the car and opened the door.

Child Abduction Digest 8-7-12

Monroe, CT
Monroe police detectives are investigating the attempted abduction of a 10-year-old girl who was riding her bicycle in the 600-block of Main Street at around 6 p.m. on Friday.

While the girl was riding her bicycle, police said a Black SUV turn into Little Diet Road and skidded to a stop and a bald white male jumped out of the passenger door of the SUV and ran toward her.

The girl became scared and began to ride her bicycle home when she noticed a hand grab her handle bars, according to the report. Police said she jumped off her bicycle, ran and hid behind a Dumpster in back of a nearby business.

Once she noticed that the man was gone, she ran to her home nearby.

Child Abduction Digest 7-30-12

Watertown, OH
City police patrols were alerted at 12:24 p.m. Monday to a black car, possibly a Mustang, in which a black motorist was alleged to have attempted an abduction of a young girl near Ohio School.

The man in the car is said to have offered the child money to get into his vehicle. The initial report indicated she ran to East Hills Apartments and told an adult, who called 911. But after an officer investigated, police were led to believe the incident may have occurred Sunday.

Child Abduction Digest 7-29-12

Bristol, NH
A registered sex offender is facing charges he tried to abduct two young girls outside a New Hampshire elementary school.

Christopher Geary of Gilford is charged with two felony counts of attempted abduction of a child under 18, and two misdemeanor counts of stalking.
Bristol Police Chief Michael Lewis told The Citizen ( http://bit.ly/QVr9kD) that the 43-year-old Geary approached the girls, ages 8 and 9, while driving his sport utility vehicle about 6 p.m. Thursday outside Bristol Elementary School.
 
Lewis said when Geary exited his vehicle, the girls began to scream and run. Based upon the girls' description, police arrested Geary.
According to the state's sex offender registry, Geary was previously convicted of indecent exposure and lewdness as well as attempted sexual assault with a victim under 13.

Crop Dusting Safety Concerns High in Kern County

Bakersfield, CA
Three times already this year, pesticide drift incidents have been reported in Kern County. Farmers say the chemicals are necessary, and they're doing a better job than ever of using them. But, others worry about safety.

In March, suspected pesticides drifted over a school bus carrying about 30 children. The elementary-age kids were part of the Rio Bravo-Greeley Union School District. Firefighters who responded, said a crop duster slightly oversprayed and hit the bus near Stockdale Highway and Interstate 5.

One child was taken to the doctor by parents, Frankhauser said. He said the no other children had symptoms, they were checked as a precaution.

Child Abduction Digest 7-19-12

Philadelphia, PA
On July 18, 2012, the Philadelphia Police Department announced they are searching for a suspect who attempted to abduct a 10-year-old girl on Tuesday. The crime was caught on tape and surveillance footage captured a good picture of the suspect’s vehicle, however, a clear shot of the license plate was not available.

According to the Philadelphia Police and evidence obtained through the surveillance video, the suspect followed behind the 10-year-old girl who was walking near Porter and Lee Streets with her two-year-old brother. The man is seen approaching the girl and covering her mouth with his hand, before lifting the girl in the air. The girl struggled and the suspect lost his grip, causing the girl to fall to the ground. The suspect tried to regain his grip on the girl but finally gave up, returned to his car, and sped off. The incident occurred at 3:50 pm, July 17, 2012.

Allentown School District Settles Central Elementary Lawsuit for $825,000

Allentown, PA
Allentown School District has agreed to pay $825,000 to settle a sexual discrimination lawsuit by four boys who claimed educators at Central Elementary did nothing to stop sexual assaults by an older student.

The settlement announced Monday afternoon ends more than six years of litigation over the attacks by a 12-year-old boy with a history of behavioral problems and acting out sexually.

School district attorney John Freund said the district will pay $50,000 toward the settlement with insurance policies covering the balance. The settlement includes all damages, attorney fees and court costs for the plaintiffs.

Crimes against Children 7-6-12

Korey Jermaine Reynolds, 25, of Charlotte, North Carolina, pleaded guilty today to transporting a 13-year-old girl across state lines to engage in prostitution.

Korey Reynolds was charged with transporting a minor across state lines for purposes of prostitution in a criminal complaint on June 12, 2012. Reynolds faces a minimum term of 10 years in prison and a maximum penalty of life in prison when he is sentenced on October 2, 2012.

In a statement of facts filed with his plea agreement, Reynolds admitted that in May 2012 he transported three females, including a 13-year-old girl, from Charlotte, North Carolina, to Richmond, Virginia, with the intention that the females engage in prostitution while in Virginia. Reynolds and the two other females met the juvenile in Miami, Florida, and encouraged her to come to Charlotte, where they were living. The juvenile traveled to Charlotte sometime in February or March and engaged in prostitution while in Charlotte, providing the majority of her earnings to Reynolds. In May 2012, the juvenile and the other females traveled with Reynolds to Virginia, where they continued engaging in acts of prostitution and continued providing their earnings to Reynolds.

Joe Weldon Taylor, 33, formerly of Redding, appeared in federal court today to face child pornography charges, United States Attorney Benjamin B. Wagner announced.

On May 24, 2012, a federal grand jury returned a one-count indictment, which had been sealed while law enforcement located Taylor. The indictment alleges that from December 2011 to January 2012, Taylor possessed videos containing depictions of the sexual exploitation of children. He was arrested in Longview, Washington, on June 1, 2012 by the FBI.

This case is the product of an investigation by the Federal Bureau of Investigation.

A former Chicago resident who has been the subject of a global manhunt since February of 2009 was arrested last week at O’Hare International Airport without incident by special agents assigned to the Chicago FBI’s Innocent Images Task Force (IITF) after arriving on a flight from San Salvador. The arrest was announced today by Robert D. Grant, Special Agent in Charge of the FBI’s Chicago Office.

Francisco Mejia, age 26, whose last known address was 4318 North Albany in Chicago, was originally charged by information in December of 2008 with possession of child pornography. The charges were superseded in August of 2010 by a federal grand jury indictment, with Mejia charged with one count of distribution of child pornography, eight counts of possession of child pornography, and one count of failure to appear, all of which are felony offenses.

Mejia was first identified by undercover agents working online as a possible distributor of child pornography. A search of his residence was conducted in October 2006, at which time two personal computers and two CDs were discovered that contained numerous images of minor children in sexually explicit positions and acts. After being charged, Mejia was released on bond but failed to appear at a scheduled court hearing in February 2009, at which time a warrant for his arrest was issued.

United States Attorney Brendan V. Johnson announced that Robert Romero, age 34, of Mission, South Dakota, appeared before United States District Judge Roberto A. Lange on July 3, 2012, and pled guilty to sexual abuse of a minor. The maximum penalty upon conviction is 15 years’ custody, a $250,000 fine, or both.

During the time period of June 24, 2004 to June 30, 2004, in Mission, Romero had sexual contact with a 12-year-old female.

Crimes against Children 6-29-12

A retired Henrico County sheriff's deputy will serve 95 months in prison, a month short of eight years, for viewing child pornography on the Internet.

U.S. District Court Judge Henry E. Hudson imposed the punishment this morning in Richmond against John Harlan Mullins, 53, agreeing to a downward departure from sentencing guidelines because Mullins had not dispersed the images elsewhere and because only a fraction of the images -- seven of 1,561 -- depicted bestiality or sadomasochism, which elevate sentencing.

Mullins retired last June as a deputy of 22 years in Henrico, a month after federal agents executed a search warrant at his apartment in the 9000 block of Patterson Avenue.

Christopher Collins, Mullins' lawyer, argued this morning that Mullins had never forwarded the images to other users and said that Mullins never actually viewed the images involving the more egregious acts. Mullins told the court that he had first viewed pornogrpahy as a 14 year-old and became addicted some eight years ago.

Henrico authorities realized in 2004 that Mullins was viewing pornographic images and referred him to counseling but allowed him to remain on the job, accoridng to information presented in court today. Many of the children in the images have been identified by the National Center for Missing and Exploited Children.

Sacramento, CA
A federal grand jury indicted four men charging them with attempting to entice a minor to engage in prohibited sexual conduct, United States Attorney Benjamin B. Wagner announced. The men were identified while they were online seeking to have sex with minors. In each case, the men allegedly traveled to meet the fictional minor where they were arrested by law enforcement.

These cases are the result of an undercover investigation by the Sacramento Internet Crimes Against Children (ICAC) Task Force; with assistance provided by the Federal Bureau of Investigation. The Sacramento ICAC is a federally and state-funded task force managed by the Sacramento Sheriff’s Department with agents from federal, state, and local agencies. The Sacramento ICAC investigates online child exploitation crimes, including child pornography, enticement, and sex trafficking. Assistant United States Attorney Kyle Reardon is prosecuting the cases.

DA Files Five Felony Counts against High School Teacher in Alleged Fontana Hazing

Fontana, CA
The high school masonry teacher and an 18-year-old student arrested in connection with alleged hazing at A.B. Miller High School were charged Tuesday with felony counts including child abuse and false imprisonment, prosecutors said.

The San Bernardino County District Attorney's Office charged Emmanuel De La Rosa, 27, with child abuse, two counts of attempted sexual penetration by foreign object - one involving a minor victim older than 14 - and two counts of false imprisonment by violence and failure to report suspected child abuse to a child protective agency.

Student Fernando Salgado was charged with two counts of sexual penetration - one involving a minor victim older than 14 - and two counts of false imprisonment by violence.

The felony complaint states that there were two victims - John Doe No. 1 and John Doe No. 2.
Police said this week that the abuse was limited to one summer-school masonry class that began on May 31.

De La Rosa, police said, knew hazing was taking place and may even have directed it to discipline students in the summer school class.

LAPD: Granada Hills Baseball Coach Accused of Smoking Marijuana With Students

An assistant baseball coach from John F. Kennedy High School (map) was arrested Monday on suspicion that he smoked marijuana with half a dozen teenaged students before and after an outing to Dodger Stadium, Los Angeles Police officials said.

Pedro Cruz Trujillo, 24, of Los Angeles, was booked on six counts of child endangerment Monday, a month after a staff member at the school overheard students talking about the incident and notified police.

Investigators said Trujillo took six students, ranging in age from 14 to 16 years old, to a Dodgers game on May 18. He is suspected of allowing some of those students to smoke marijuana in his car on the way to and from the game.

Police said they are working with the Granada Hills school to determine if there have been other similar incidents.
