How to Prevent Your Child from Being Abducted

PHOTO: Jessica Ridgeway is shown in ihis image provided by the Westminster Colorado Police Department.As anyone who reads my blog knows, child abductions are a serious problem, and it seems to be growing.  The  very worst that can happens is exemplified in the Jessica Ridgeway story.  A ten-year old girl The good news is that it is preventable.  Along that line, I found an article that has some very helpful hints.

"The National Center of Missing and Exploited Children (NCMEC) says numbers show that 43% of the attempted-abduction incidents involved children between the ages of 10 and 14 years old.

The center found that keeping children out of harms way would require educating them about safety and not through what experts are now calling an "outdated and misleading message", known as the stranger danger talk."

This is important, as most of us were raised on "stranger danger".  

From the NCMEC website, "The National Center for Missing & Exploited Children does not ascribe to the "stranger-danger" message. We have learned that children do not have the same understanding of who a stranger is as an adult might; therefore, it is a difficult concept for the child to grasp. It is much more beneficial to children to help them build the confidence and self-esteem they need to stay as safe as possible in any potentially dangerous situation they encounter rather than teaching them to be "on the look out" for a particular type of person. The "stranger-danger" message is not effective and, based on what we know about those who harm children, danger to children is greater from someone they or their family knows than from a "stranger.""

The NCMEC website has bountiful information for parents, educators, and anyone else interested in keeping children safe.  It is needed, it is free, and all it takes is some time to make your children safe.

Child Abduction Digest 10-11-12

Denver, CO
The Cody Police Department, Wyoming Division of Criminal Investigation, and the FBI are actively working a child abduction investigation that occurred in Cody, Wyoming.

Investigators are asking for the public’s assistance in identifying an unknown subject responsible for the abduction of a juvenile female from the Park County Complex in Cody, Wyoming.

The juvenile has since been found and reunited with her family.

The subject enticed the juvenile into his vehicle by asking for assistance in locating his missing pet.

Arvada, CO
The Jefferson County School District has sent letters to parents of 25 schools warning them of two recent "stranger danger" cases. 

The letters are asking parents to talk to their children and reinforce safe behaviors and remind them to always be aware of their surroundings.

Arvada Police are investigating the two attempted abductions. The first occurred last Sunday around 5:30 p.m., near 77th Drive and Terry Court. An 8-year-old boy was playing basketball in his driveway when he says he was approached by a man.

"Our neighbor came out and talked to us about it," Christi Brule, a neighbor of the little boy, said. "It was his son that it happened to. He just explained how the man came right up to him; right by the house in the driveway with the simple thing of, telling him he had candy. You know the things you tell your kids about and he actually used this line."

Denver, CO
The sudden disappearance of a 10-year-old Colorado girl took yet another turn Wednesday, with authorities saying they believe she was abducted.

The case has seen a number of twists since Jessica Ridgeway vanished Friday on what should have been a short walk to school. Police initially said the public didn’t need to fear a kidnapper — then said they were investigating whether the case might be related to that of another girl who was abducted for several hours Monday in Wyoming, among other tips they received.

On Wednesday afternoon, authorities changed course more definitively, saying they believe Jessica was kidnapped by an ‘‘unknown suspect.’’

Cody, WY
While authorities continue to look for a man who abducted and possibly sexually assaulted an 11-year-old Cody, Wyo., girl on Monday before releasing her several hours later, the community is working to come to grips with what happened.

"I know that the community, number one, is grateful that the girl was found," said Bryan Monteith, superintendent of Park County School District 6, which includes Cody. "But there's a lot of anger based on the fact that someone does this to an 11-year-old girl. I think they want him caught and brought to justice."

Rialto, CA
Police in Rialto are searching for a man who tried to kidnap two girls walking home from school.

It happened on Tuesday as the teenagers were on their way home from Eisenhower High School in the 100 block of East Base Line Road.

A man pulled up in a dark-colored Jeep Liberty and asked the first girl for directions.



When she ran away, he got out of the vehicle and grabbed the second girl by the shoulders, according to police.

She kicked and punched the suspect, and he got back in his SUV and drove away.

Child Abduction Digest 9-14-12

Orinda, CA

Police are stepping up patrol during the hours children walk to and from school after a local teen reported a man possibly tried to abduct her.

On Thursday, a 15-year-old girl was walking her dog near her Orinda home at about 7:45 p.m. when a man pulled up alongside her in a black, older model four-door sedan, Orinda police Sgt. Neil Rafanan said. He did not give a street name.

The man allegedly asked the girl where she was going. When she said she was walking home, he told her to get in his car, Rafanan said.

The girl refused and the man got out of the car and grabbed her, Rafanan said. The girl fought her way free and fled, he said. She was not harmed and did not initially report to police that she'd been grabbed.

New York

Police in Port Jervis and the Town of Newburgh are looking into two separate kidnapping attempts on young girls.

In the first, in Port Jervis, a man in a red minivan with New Jersey plates tried to lure a middle-school girl in as she walked home from school Thursday, according to the school district's website.
 
She was walking on Pennsylvania Avenue around 2:15 p.m. when the man stopped her and reportedly asked her several times if she wanted a ride.

The school district sent a letter home with students about the incident on Friday, and district officials urge parents to talk about it with their kids and review safety tips.

In the Town of Newburgh, near the Montgomery town line around 5 p.m. Friday, a man grabbed a 5-year-old girl from behind.

But her sister helped her get away from him.

Then, he took off in a vehicle, possibly a dark-colored pickup, headed east on Route 17K.

The man was described as thin, white and in his 40s with short dark hair, a white T-shirt and brown shorts.

St. Joseph, MO
Police are investigating what they think was an abduction attempt of a 10-year-old working safety patrol near an elementary school.

The child said someone approached the location he was patrolling just before 9 a.m. Tuesday near South 29th and Duncan streets and told him to get in their vehicle.

The child grabbed another student and went toward Parkway Elementary to tell a teacher.

Spencer, IA
Police in Spencer, Iowa, want parents to keep an eye on their kids after an attempted abduction from a local school.

It happened shortly before one o'clock when-- police say-- a man, driving a mini-van, pulled up to Lincoln Elementary during recess, rolled his window down, and asked two fifth grade students to, "come here."

The two students refused, and at the same time two staff members saw what was going on, brought the students inside and called police. The van then drove off.

Janesville, WI
A 12-year-old girl was grabbed by a man Tuesday morning as she walked on a Janesville street, but the man fled when a car drove past, Janesville police reported.

The incident on Elizabeth Street was reported at 8:15 a.m. Tuesday, according to a police news release.

The girl told police she was grabbed from behind by the suspect.

Detroit, MI
Detroit police and Detroit Public Schools are investigating the reported sexual assault of a 13-year-old who said he was abducted from Wayne Elementary School on Detroit’s east side Wednesday afternoon.

The incident is being investigated by the department's sex crimes unit, according to a statement this morning. DPS Spokesman Steve Wasko said the district's police investigators are examining footage from surveillance cameras.

The student was found by a resident on Lakepointe about 2 p.m. The resident, Lawrence Snider, said the child was wearing only underwear and a shirt. His hands were taped behind his back, he said.

Boynton Beach, FL
The mother of a Palm Beach County kindergartner at Galaxy Elementary says a school bus mix-up left her child in a stranger's hands.

"I was nervous about the bus to begin with, and I guess I should have listened to myself," said Melissa Berthiaume of Boynton Beach.

She says she was waiting at the usual afternoon drop off point, at the intersection of Winfield Road and Laurence Road in Boynton Beach, and  when Aiden's bus pulled up, he wasn't on it.

"The bus driver comes over here, I say who I'm looking for, I say Aiden, he described him, he says,
Oh, lady over there just picked him up she said that she was his mother, " said Aiden's mom.

Berthiaume says that the bus driver went back, brought Aiden to her minutes later, saying Aiden was with a different woman who stopped Aiden from going with the supposed phony mom.

Fountain, CO
It was a close call for two children in Fountain Thursday, each who managed to narrowly escape a potential abduction in separate incidents.

In one case near Fountain Middle School off Highway 85/87, a 12-year-old was walking home from school when a strange truck began following him. When the boy heard the tires creeping up behind him, he grabbed his cell phone and texted his mom. The driver suddenly sped off.

In the second incident, around 4 p.m. on Fountain-Mesa Road near Mesa Ridge Parkway, the suspect actually stopped his car and told the child walking nearby to get in.

The child was able to run away.

The Greenbelt Police Department is investigating a possible abduction attempt, according to a press release, after a man with dreadlocks in a white truck allegedly tried to coax a 12-year old girl into his vehicle in Greenbelt.

Police have released a photo of the truck that the suspect may have been driving.

"The man a number of times repeatedly asked her to come over to the vehicle and she resisted," said Capt. Thomas Kemp, Greenbelt Police spokesman.

The girl was waiting for a ride to her middle school, but she was not a student at Greenbelt Middle School, said Kemp. It was about 8:30 a.m. Monday in the area of Springhill Drive and Edmonston Road.

Green Valley High School senior Mariah Wilson was in sixth-period class when she and her classmates heard the news — fellow senior Melissa Duran had been kidnapped.

She has known Duran since sixth grade. Duran, 17, is sweet and outgoing; the person who bought people lunches when they didn’t have the money and diffused conflicts with peers through coffee and conversation rather than fights. The news of her kidnapping sent a ripple of panic throughout the classroom.

Maywood, IL
Jeffrey Jewitt (Credit: Cook County Sheriff)A registered sex offender was convicted this week of trying to abduct a 12-year-old boy near a west suburban country club twice in 2011.

Jeffrey Jewitt, 30, was convicted Monday of one count of child abduction/luring and presence within a school zone by a registered sex offender, Cook County State’s Attorney’s office spokesman Andy Conklin said. He will be sentenced Sept. 26.

Las Vegas, NV
Less than 24 hours after she was kidnapped and held for ransom, SWAT officers rescued a Henderson teen a few hours before dawn Saturday.

They found her bound and blindfolded on the floor of a Las Vegas apartment, but she otherwise was unharmed, Henderson police said.

Two men were taken into custody at 4:20 a.m. in connection with the kidnapping of Melissa Duran, a 17-year-old Green Valley High School student who reportedly tried to put up a fight before she was forcibly pulled from her family home on Valle Verde Drive near Warm Springs Road at 7:30 a.m. Friday, setting off a multistate search, police said.

An analysis by the National Center for Missing & Exploited Children (NCMEC), shows that approximately 35 percent of attempted abductions of children occurred when the child was going to and from school or school-related activities. Children who escaped abductions successfully, used life-saving skills that every child needs to learn and know.
NCMEC recently completed the seven-year analysis of more than 7,000 attempted abductions that occurred Feb. 1, 2005 through Jan. 31, 2012. The analysis showed that of the children - mostly girls between the ages of 10 and 14 - who were successful in escaping:

53 percent walked or ran away from the suspect
28 percent yelled, kicked, pulled away or attracted attention
19 percent involved a good Samaritan or parent rescuing the child
"We know that teaching children about safety makes a difference, and we encourage parents and guardians to talk to their children so they know what to do in a real life situation," said John Ryan, CEO of NCMEC. "Teach your children to recognize and get out of dangerous or uncomfortable situations right away and practice basic safety skills with them." 

Some of the common lures used included providing the child a ride, offering candy/sweets, asking the child questions, offering money or using an animal as a ruse. In 72 percent of the incidents, the suspect was in a vehicle and approximately one-third of the attempted abductions occurred during 2 p.m. and 7 p.m., when children are least likely to be supervised

NCMEC has developed the following 10 back-to-school safety tips:
1) Teach your older children to always TAKE A FRIEND with them when walking or biking, and stay with a group while standing at the bus stop. Make sure they know which bus to ride.

2) Walk the route to and from school with your children, pointing out landmarks and safe places to go if they're being followed or need help. Teach your children they should NEVER TAKE SHORTCUTS and always stay in well-lit areas. 

3) Even though there may be more safety in numbers, it is still not safe for younger children to walk to and from school, especially if they must take isolated routes anytime during the day or in darkness. Always provide supervision for your young children to help ensure their safe arrival to and from school.

4) Teach your children that if anyone bothers them, makes them feel scared or uncomfortable, they should trust their feelings and immediately get away from that person. Teach them it is ok not to be polite and IT IS OK TO SAY NO

5) Teach your children that if anyone tries to take them somewhere, they should RESIST by kicking and screaming, trying to run away and DRAWING ATTENTION - and saying "This person is trying to take me away" or "This person is not my father/mother." 

6) Teach your children NOT TO ACCEPT A RIDE from anyone unless you have said it is ok in that instance. If anyone follows them in a vehicle, they should turn around, go in the other direction, and run to a trusted adult who may help them. 

7) Teach your children that grownups should NOT ASK CHILDREN FOR DIRECTIONS, they should ask other adults

8) Teach your children to NEVER ACCEPT MONEY OR GIFTS from anyone unless you have told them it is ok to accept in each instance.

9) Make sure the school has current and accurate emergency contact information on file for your children and confirm names of those authorized to pick them up. 

10) Always know where your children will be. Teach your children to always CHECK FIRST before changing their plans before or after school. Teach your children to never leave school with anyone unless they CHECK FIRST with you or another trusted adult, even if someone tells them it is an emergency.

Child Abduction Digest 8-31-12

Portland, OR
An alert mother said she used a 2x4 to wallop a 17-year-old boy who was trying to abduct her young daughter as the girl played outside a home.

Police credited quick action by Antoinette Robinson and neighbors with helping them capture the suspect. He was being held down by neighbors when officers arrived.

Lt. Robert King with the Portland Police Bureau said the attempted abduction happened on Sunday evening around 6:30 near 169th Avenue and Lafayette Street in Southeast Portland.


Paxton, IL
Police are investigating the second report of an attempted child abduction in Paxton within a one-week span.

The incident occurred at 8:05 a.m. Sunday in front of the Full Gospel Christian Fellowship, 619 S. Railroad Ave., according to Paxton Police Chief Bob Bane.

Two young girls walking by the church were approached by a vehicle, described as a black van or sport utility vehicle, that was being driven by a “white older female,” possibly in her late 50s, Bane said. Also in the vehicle was a child, 8-9 years old.

Bane said the vehicle first drove by the girls going south on Railroad Avenue (U.S. 45) and then turned around. The vehicle then came back north toward the girls, and its driver then asked them if they wanted a ride.

Hocking County, OH
A 16-year-old girl living in Hocking County was almost abducted this morning at around 6:20 while waiting for her bus at Laurel Run Road.

Sheriff Lanny North says the attempted abductor was an older man with white hair and a white beard who was driving a red Geo Metro.

The man insisted that the girl had missed her bus and said that he would drive her to school.

The girl responded that she had not missed her bus and that she was going back into her house to call the police.

Assistant Principal Josh Straus of Logan High School posted this morning on the district's website the description of the suspect along with some stranger-danger tips.

Hocking County, OH
Hocking County Sheriff Lanny North stated that the 16-year-old Logan High School student lied about the Monday morning attempted abduction to seek more attention from her parents.

The student told investigators she was almost abducted while waiting for her school bus on August 27.

Detectives met the student at her residence to conduct a follow-up interview on August 29.

They had become suspicious when reviewing her statement based on the amount of detailed information she had provided, yet claimed the encounter lasted less than 30 seconds.

During the interview, the youth recanted her story and admitted that she had been afraid to wait for the school bus alone and wanted attention from her parents.

Northfield, IL
The Northfield Police Department is investigating a possible attempted child abduction that took place last week.

According to a department release, a 13-year-old girl was walking home at 12:50 p.m. Aug. 24 when the incident took place on southbound Riverside Drive near Stockton Drive.

The offender, believed to be a white male over the age of 45, was sitting in the passenger seat of a silver, four-door, mid-size vehicle and yelled, “Come, come here ... come!” while gesturing toward the vehicle with his hand.

The girl refused and fled the area. The vehicle then left the scene, making a U-turn before driving off on westbound Winnetka Road.

Kelly Davis wonders what would have happened had he been looking the other way for just a few moments.

He was standing in Daley Plaza watching his two young daughters slide down the Picasso sculpture Saturday night when he saw a man rushing toward daughter Myla, 2.

The man grabbed the girl's arm, muttering, "This is my daughter, Goldilocks." But Davis said he was able to fight him off and then chased him through alleys and building lobbies before finally flagging down police.

Fostoria, OH
What may have been an attempted child abduction has residents of a Fostoria neighborhood on edge. The Review-Times reports the incident happened at a school bus stop Tuesday afternoon at the intersection of South Poplar Street and Hissong Avenue just after 2:30 p.m. The man apparently tried to lure the child away from the mother. People who live in the area told police they saw a man matching the description on Poplar Street 10 minutes before police arrived.

Shelbyville Police are looking for a man suspected of an attempted child-snatching.

Lt. Mike Turner says a nine-year-old girl was waiting for a school bus this morning, when she was approached by the man described as "older or possibly elderly."

The girl tells police the man grabbed her, she got away from him and he ran from the scene--a school bus stop near Sunset and Miller. It was apparently an isolated incident but Lt. Turner urges parents to be vigilant.

"Maybe instead of sending your kids outside and you stay inside, maybe come out to the bus stop with the kids," he said.  "We've obviously increased our patrols at the bus stops."

Child Abduction Digest 8-24-12

Algonquin, IL
Police are investigating the report of an attempted child abduction Tuesday afternoon near Westfield Community School.

A 12-year-old girl was walking home from school at around 3:45 p.m. in the area of Barrett and Broadsmore drives when a suspect approached her and asked if she wanted a ride home, according to the Algonquin Police Department. The girl declined and ran from the area, and the motorist drove off in an unknown direction.

The suspect was described as a clean shaven black male between the age of 20 and 30 years old. The vehicle was described as an older, dark red or maroon minivan with small wheels and rust spots on the body.

Amherst, OH
An 11-year-old girl reported an attempted abduction outside Amherst Middle School Wednesday afternoon.

The girl left school at approximately 3:10 p.m. and was walking south on Lincoln Street when she says she was approached by a man driving a full-size blue van. He told her to get in the van, after which she ran back to school and reported the incident.

Laurel, MD
Police are investigating an attempted abduction in Laurel, Maryland.

An eleven year old boy says a white van with two men inside pulled up as he was waiting for his school bus.

The driver repeatedly asked him if he wanted a toy motorcycle.


Clifton Heights, PA
Police investigating the attempted abduction of a 6-year-old girl Wednesday have released a composite drawing of the suspect.

The incident occurred at about 8 p.m. in the 500 block of Cherry Street. The child was playing outside when she was approached by an unknown male who offered her candy, according to Police Chief Tim Rockenbach.

The child refused to speak to the man, later telling police she was taught not to speak to strangers. When she ignored him, the suspect grabbed the little girl and tried to pick her up. He was scared away by neighbors who saw what was happening, Rockenbach said.

Champaign, IL
Champaign police are investigating an attempted abduction of a girl and a second incident involving a boy.

Neither child was reported hurt.

According to Champaign police spokeswoman Rene Dunn, a fifth-grade girl reported being approached by a man at the intersection of North Fifth Street and East Columbia Avenue while she was waiting for a school bus at 7:40 a.m. Thursday.

Then, at 3:40 p.m. Thursday, a 7-year-old boy said he was approached by two men riding a black pickup truck as the boy was walking near Williamsburg and Thornton drives.

The boy said the men made comments to him, but he didn’t clearly understand what they said.
After the truck drove away, it later returned to the area. The boy then ran away.

Child Abduction Digest 8-20-12

Los Angeles, CA
Sheriff's detectives are searching for a suspect in the attempted kidnapping of two teenage girls in the San Gabriel Valley.

CaptureThe suspect in both cases is a man in his 20s or 30s who allegedly attempted to grab the girls as he drove near them in a white two-door pickup truck.

The attempted kidnappings occurred within three weeks of each other in unincorporated residential neighborhoods near Azusa, the Los Angeles County Sheriff's Department said. The first alleged kidnapping occurred July 28, a Saturday, at 2:20 p.m. when a man pulled up next to a 16-year-old girl walking in a residential neighborhood with two teenage friends, near Orkney Street  and Fenimore Avenue, less than 2,000 feet from Center Middle School.

He then "reached out from his truck with his left arm and wrapped his arm around the victim’s buttocks area and pulled the victim towards him, authorities said.

Monterrey, CA
A 19-year-old man accused of fleeing with his underaged girlfriend without her parents’ consent has been charged with child abduction, the Monterey County District Attorney’s Office said.
Juan Manuel Salazar Jr. pleaded not guilty to the child abduction charge Thursday, the District Attorney’s Office said.


Salazar Jr. of Paso Robles was initially booked into county jail after he and his girlfriend, Eunice Serrato, 16, turned themselves over to agents at the U.S.-Mexico border on Aug. 4, a week after an Amber Alert was issued for the girl.


The two were sought by law enforcement after Hector Reyes, 22, and Daniel Fraga, 25, were found shot dead July 28 in the bathroom of the San Ardo home of Serrato’s parents.

Child Abduction Digest 8-19-12

Columbia, IL
Columbia, Illinois police have released a composite sketch and updated description of a man they say tried to abduct a young boy.

Police say a man called the boy over to his van around 8:00 p.m. Friday near Locust and North Main Street. When the boy, 11, got close, police say the man grabbed him and tried to pull him into the vehicle.

The child reportedly fought his way free, then ran away to find his older sister who called police. All of this happened during an annual festival in Columbia.


A 10-year-old girl was injured after she escaped an attempted abduction Friday afternoon, police said.

According to the Lynden Police Department, the incident happened near the intersection of 4th Street and Liberty.

Officers responded to the scene after receiving a report before 4 p.m. of a man who tried to abduct a girl.

Child Abduction Digest 8-14-12

Cincinnati, OH
Two 16 year old boys charged with kidnapping an 8 year old boy from an Anderson Township school yard have agreed to plead "admit" to a reduced charge of abduction. It's essentially a guilty plea in juvenile court.

Local 12 Reporter Larry Davis was in court as the teens agreed to the reduced charge and avoided the possibility of being tried as adults. Davis reports both sides were behind closed doors for the better part of an hour working on the plea agreement, which means the 8 year old victim and the young witnesses will not have to testify in court.

The Anderson High School juniors sat at the defense table in handcuffs and leg irons. They told Juvenile Court Judge John Williams they agreed with the terms of the plea agreement.

Prosecutors say the two teens approached the eight year old boy and his friends while they were playing whiffle ball at Ayer Elementary School. The teens offered candy. One of the teens allegedly grabbed the eight year old around the waist--while the other went to the car and opened the door.
