Child Abduction Digest 7-30-12

Watertown, OH
City police patrols were alerted at 12:24 p.m. Monday to a black car, possibly a Mustang, in which a black motorist was alleged to have attempted an abduction of a young girl near Ohio School.

The man in the car is said to have offered the child money to get into his vehicle. The initial report indicated she ran to East Hills Apartments and told an adult, who called 911. But after an officer investigated, police were led to believe the incident may have occurred Sunday.

A resident of Mercer County, Pennsylvania, pleaded guilty in federal court to charges of production of material depicting the sexual exploitation of a minor, United States Attorney David J. Hickton announced today.

In connection with the guilty plea, the court was advised that on or about March 6, 2011, and June 12, 2011, in Mercer, Pennsylvania, Cruz used, persuaded, and coerced minors to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct. Information presented to the court established that Cruz engaged in sexual conduct and/or had sexual contact with four minor children, three of whom had not attained the age of 12, for the purpose of producing video and still images of the sexual exploitation, which he then distributed to other men, to include one in Denver, Colorado, and one in San Diego, California. The plea agreement entered with the government requires that Cruz serve a 35-year term of imprisonment.

San Diego, CA
Daphne Hearn, Special Agent in Charge (SAC) of the San Diego FBI Office, announces the arrest of Daniel Anthony Nemanich of San Diego.

Nemanich was arrested by FBI agents assigned to the FBI’s Cyber Crime Squad.

According to the criminal complaint filed in this matter, Nemanich is charged with violating Title 18, United States Code (U.S.C.), Section 2252(a)(2), receipt of images of children engaged in sexually explicit conduct.

The FBI initiated an investigation into this matter earlier this year after receiving information from a security engineer with a local company. Based upon this information and additional investigation, the FBI obtained a search warrant for the residence of Daniel Anthony Nemanich.

On February 22, 2012, FBI agents served a federal search warrant at Daniel Anthony Nemanich’s residence. Seized during this search warrant were computers, external and internal hard drives, and other loose media and digital devices. Subsequent forensic analysis of the digital media seized from Nemanich’s residence revealed thousands of images and videos depicting minors engaging in sexually explicit conduct.

FBI agents said they found child pornography on a former Casselberry mayoral candidate's computer.

Hal Chris Billerbeck, 51, was arrested Thursday after investigators searched his Seminole County home and found dozens of images and videos of child pornography on his laptop, court records show.
According to a criminal complaint, Billerbeck admitted to possessing child porn for 12 years and trading the images with others when investigators questioned him last week.

Agents said Casselberry police investigated Billerbeck in 2007 and found child pornography on his computer, but he was not charged at the time.

Mount Clemens, MI
A 43-year-old Macomb County fourth-grade teacher who's also a foster parent has been charged with possessing and receiving child pornography.

David Joseph Kiluk is being held without bond and faces a detention hearing Tuesday in federal court.

The Detroit News (http://bit.ly/QrxqFL) says the teacher at George Washington Academy in Mount Clemens was charged after federal agents found 55 child porn photos and videos on his home computer. Kiluk told authorities he'd downloaded 500-1,000 child porn videos.

Court records show the Clinton Township man told investigators he was attracted to boys but had never inappropriately touched a child, including his foster children.

Villa Rica, GA
A former Carroll County school teacher has been indicted on charges of possessing child pornography.

Joseph Monroe Wilson, 43, a former teacher at New Georgia Elementary in Villa Rica, was indicted by a federal grand jury July 24 on charges that he received sexually explicit images and movies of young boys from a Canadian company, U.S. Attorney Sally Quillian Yates said in a statement Monday.

Wilson came under suspicion following an investigation by the U.S. Postal Inspection Service.

In March, authorities executed a search warrant at Wilson's home in Dallas and discovered a portrait of a naked boy in Wilson's closet and sexually explicit images of children on his home computer, Yates said.

In Maryland, swift action by the police circumvented the intentions of a man planning an Active Shooter Incident (ASI).   Neil Prescott, a subcontractor for the Pitney Bowes Corporation, was arrested without incident wearing a t-shirt which read, “Guns don’t kill people. I do.”  Prescott, of Crofton, Maryland, who was fired from the Pitney Bowes mailroom, had made threatening phone calls to the business referring to himself as “the Joker.”

Media reports suggest that the incident in Maryland is a possible copycat incident of the Aurora tragedy which occurred just over one week ago. An educated look at available information suggests otherwise.

Preventing Violence Starts with You

In the aftermath of Aurora, CO one of the most important questions that comes up is, "How can these incidents be prevented?"

The story from Oklahoma, where a cab driver heard a 17-year old boy talk about a Columbine-style massacre, gives us a clue.

The Denver Post also printed an article by Delbert Elliot and Beverly Kingston that, other than an obvious plug for their product, raised a great point.  "A key violence-prevention strategy is good surveillance and intelligence."  


The Secret Service published a study in 2002 that examined school attacks from 1974 through 2000.  One of its major findings was that, "...school shootings are rarely impulsive acts. Rather, they are typically thought out and planned out in advance. In addition, prior to most shootings other kids knew the shooting was to occur - but did not alert an adult."

There are four phases to emergency management: mitigation/prevention, preparedness, response and recovery.  While taking courses for a Master's Certificate in Homeland Security this past spring, I learned that there are voices calling for prevention to become a separate phase, as it deals only with man-made incidents.  Whether it does or not remains to be seen, but in our current climate, it takes on increasing significance.

Violence rarely, if ever, happens in a vacuum.  The US Department of Homeland Security learned that there are signs that are displayed prior to the incident.  If you compare school attacks to terror attacks, there are seven signs of an impending attack: 1) Surveillance, which may include the use of cameras (either still or video), note taking, drawing diagrams, or annotating on maps; 2) Elicitations, where people attempt to gain information about school operations, capabilities, or people; 3) Tests of security, which are attempts to measure reaction times to security breaches or to penetrate physical security barriers or procedures in order to assess strengths and weaknesses; 4) Acquiring supplies, such as purchasing or stealing explosives, weapons, ammunition, etc; 5) Persons out of place, which is students who don’t seem to belong in the that part of the school; 6) Dry run/trial run, where people and/or equipment are put into position and moving them around according to plan without actually committing the terrorist act; and 7) Deploying assets, where people and supplies are getting into position to commit the act. This is the last chance to alert authorities before the terrorist act occurs.

What needs to be done is to create the kind of climate in schools where kids feel comfortable in approaching an adult and telling them of the signs they have seen that worry them, and to have school personnel who are confident in their abilities to recognize the seriousness of the information they are hearing, and to act properly on that information.

This can involve quick-fixes like hotlines and anonymous drop boxes, which are good ideas, but should involve the long-term actions that develop trusting relationships with studentsStudents will not bring forth information if they feel that their information will be ignored, or worse yet, when they get in trouble for bringing it up.  That information is useless if staff members do not act appropriately on it.

Given the increasing number of stories like Aurora and Oklahoma, wouldn't it be prudent to take the time to develop the measures that can prevent such tragedies are occurring?

Teen Arrested after Cab Driver Alerts Police to Alleged Massacre Plot

Oklahoma
An Oklahoma high school student was arrested after a cab driver reported hearing him plot a Columbine-style shooting at his school, police said.

Timmy Eike, 18, who would have been a senior this fall at Woodward High School, was arrested Tuesday after police found a shotgun, rifle and 250 rounds of ammunition in his bedroom, according to KWTV, News 9.

According to KWTV, court records show Eike bought those weapons illegally in the past month.

A registered sex offender is facing charges he tried to abduct two young girls outside a New Hampshire elementary school.

Christopher Geary of Gilford is charged with two felony counts of attempted abduction of a child under 18, and two misdemeanor counts of stalking.
Bristol Police Chief Michael Lewis told The Citizen ( http://bit.ly/QVr9kD) that the 43-year-old Geary approached the girls, ages 8 and 9, while driving his sport utility vehicle about 6 p.m. Thursday outside Bristol Elementary School.
 
Lewis said when Geary exited his vehicle, the girls began to scream and run. Based upon the girls' description, police arrested Geary.
According to the state's sex offender registry, Geary was previously convicted of indecent exposure and lewdness as well as attempted sexual assault with a victim under 13.

Indianapolis, IN
A judge has sentenced an ex-Michigan bank president accused of molesting a 6-year-old girl to two years in prison, saying he violated the terms of a plea agreement that would have eventually cleared him of felony charges and kept him off Indiana's sex offender registry.

The South Bend Tribune reports that 44-year-old William C. Peterson of Granger pleaded with St. Joseph County Judge Jane Woodward Miller Friday to allow him to remain in treatment for alcoholism.

But Miller found that Peterson had violated terms of his probation by missing appointments and testing positive for alcohol.

Peterson was charged in 2008 with felony child molesting and was fired by St. Joseph, Mich.-based Edgewater Bank.

Garfield, AR
A Garfield man was sentenced to nine years in prison after pleading guilty to transportation of child pornography.

Detectives say Michael Andreasen, 45, had multiple nude and sexually explicit pictures of an underage girl on his cellphone.

When the investigation began, Andreasen had also taken the girl out of the state.

Crimes against Children 7-28-12 Part II

Ann Arbor, MI
A former assistant scoutmaster with Ann Arbor-area Boy Scouts has been placed on probation for possessing child pornography.

The investigation began in 2010 when co-workers believed Frank Bertram Jr. was using his computer to get access to child pornography. He was a chemist for the U.S. Environmental Protection Agency.

Charges were filed in federal court last year but the case was eventually shifted to Washtenaw County court. Police found evidence of child porn on Bertram's computer in his Scio Township home.
AnnArbor.com (http://bit.ly/PNTkzO ) says the 67-year-old Bertram was sentenced to five years of probation on July 18. He told the judge he's "very sorry." He's no longer associated with the Great Sauk Trail Council of Boy Scouts in Ann Arbor.

Brunswick, GA
George McKee, 54, of Kingsland, Georgia has been sentenced to 10 years in prison, followed by 20 years of supervised release, for distributing child pornography.

According to evidence, McKee, who was employed by a security services contractor at Naval Submarine Base, Kings Bay, Georgia, engaged in sexually suggestive chats and distributed child pornography online in late 2009. When a search warrant was executed at his home in March 2011, authorities found child pornography on his computer.

"The distribution of images depicting the sexual abuse of innocent children is a heinous crime.  This abuse continued every time the Defendant electronically transferred the despicable images to others.  There is no higher priority within the Department of Justice than the protection of our Nation's children.  There should be no doubt that the United States Attorney's Office will prosecute those who facilitate the violent sexual assault of children," United States Attorney Edward J. Tarver stated in a press release.

Crop Dusting Safety Concerns High in Kern County

Bakersfield, CA
Three times already this year, pesticide drift incidents have been reported in Kern County. Farmers say the chemicals are necessary, and they're doing a better job than ever of using them. But, others worry about safety.

In March, suspected pesticides drifted over a school bus carrying about 30 children. The elementary-age kids were part of the Rio Bravo-Greeley Union School District. Firefighters who responded, said a crop duster slightly oversprayed and hit the bus near Stockdale Highway and Interstate 5.

One child was taken to the doctor by parents, Frankhauser said. He said the no other children had symptoms, they were checked as a precaution.

Pocono, PA
A Monroe County man was charged Wednesday with possession and online distribution of child pornography and possession of hundreds of child-porn images.

Helge Francois, 51, of 6373 Baltic Terrace, Coolbaugh Township, was arrested following a month long investigation by county detectives and the Pocono Mountain Regional police.

County Detective Brian Webbe on June 27 identified Francois' computer as actively trading child porn online, police said.

The search of his house found that Francois had hundreds of child-porn images on three external hard drives for his computer, police said.

He was charged with 30 counts of possessing child porn, two counts of disseminating sexual images of children and criminal use of a communications facility, the Internet.

Nova Scotia, Canada
A 62-year-old man from Lunenburg County has been charged with accessing and possessing child pornography, RCMP confirm.

RCMP officers executed a search warrant last week at a residence in Lilydale, N.S.
The man was later released on the conditions he stay in Nova Scotia and not posses any form of pornography.

Olympia, WA
Capital Playhouse interim artistic director Troy A. Fisher, who was missing for three days this week and said he can’t remember where he was, has been arrested on suspicion of possession of child pornography.

According to an Olympia Police Department news release:
After Fisher went missing Sunday, detectives searched his home for clues about where he might have gone. A computer forensics specialist found pornographic photos involving children on his computer.

A search warrant for the computer has been granted, and additional forensic analysis is being performed.

Denver, CO

A Denver preschool teacher is facing child pornography charges, according to the U.S. Attorney's Office.

David Moe, 45, was placed on leave from his job teaching cultural rhythms/enrichments at Paddington Station, at 1301 Quebec St., where he has taught for 18 years. He has been director of enrichments and before- and after-school care programs there since 2005, according to the school and federal prosecutors.

According to the indictment, a search warrant executed on Moe's home computer and storage devices in his home found child pornography.

Omaha, NE

United States Attorney Deborah R. Gilg announced that Douglas Suing, age 50 of Omaha, was sentenced in federal court in Omaha for producing child pornography. The Honorable Joseph F. Bataillon sentenced Suing to 210 months (17 ½ years) in prison. There is no parole in the federal prison system. After his release from the United States Bureau of Prisons, Suing will be on supervised release for the rest of his life and will be required to register as a sex offender.
Suing was arrested in Navajo County, Arizona, on January 12, 2011, as he was driving back to Nebraska. The search of a hard drive found in his vehicle revealed over 9,000 videos of child pornography.

The FBI Omaha Cyber Crimes Task Force obtained a search warrant for Suing’s apartment in Omaha. The warrant was served on January 25, 2011. When reviewing the child pornography recovered from the computer in his apartment, investigators with the Nebraska State Patrol observed a series of short videos and images produced by Suing’s camera. They identified the child engaged in sexually explicit conduct as a 12-year-old living in Omaha. Investigators were able to confirm the age and identity of the victim. In addition to the images of the 12-year-old produced by Suing, there were over 200 other videos of child pornography to include infants and prepubescent children engaged in acts of sexual penetration and bondage.

Chicago, IL
Lubos Albrecht. Police photoTwo suburban men were sentenced to federal prison in unrelated child pornography cases, federal law enforcement officials announced today. Lubos Albrecht, 25, formerly of Lockport, was sentenced today to 12 years and seven months in prison for transporting and possessing child pornography. Bruce R. Biehler, 56, formerly of Arlington Heights, was sentenced Wednesday to seven years and three months in federal prison for possessing child pornography.

Albrecht was ordered to serve 20 years on supervised release after completing his 151-month prison term, and he was also ordered to pay $2,000 restitution by U.S. District Judge Joan Lefkow. Albrecht had just begun working as a live-in-babysitter for a family in Wheaton when he was arrested in March 2010. He pleaded guilty in April this year to two counts of transporting child pornography and one count of possessing child pornography. According to court records, Albrecht had amassed a computerized collection that contained approximately 10,000 images and 1,000 videos of child pornography.

The investigation was conducted by the Chicago FBI’s Innocent Images Task Force, and the government was represented in court by Assistant U.S. Attorney Marc Krickbaum.

Rapid City, SD
Rapid City man has pleaded guilty to creating child pornography.

KOTA reports (http://bit.ly/QoIcH2) that 33-year-old Michael Vinton pleaded guilty Friday to three counts of possessing, manufacturing and distributing child pornography.

Vinton acknowledged that since 2008 he had been photographing and downloading images of at least one young girl engaged in lewd acts.

Orlando, FL
An Orlando man is accused of producing his own child pornography.
Geoffrey Jones, 60, faces several federal child pornography charges and was released to house arrest while awaiting trial Friday.

In court papers, federal agents said Jones covertly took pictures of children in his Wedgefield neighborhood and pasted the children's heads onto child pornographic pictures.

Jones is accused of having hundreds of the illegal images and video on his home computer.

Crimes against Children 7-26-12 Part II

Syracuse, NY
A former Oneida County Child Protective Services caseworker and Utica police officer admits having child pornography on his home computer in the town of Frankfort.

Stanley Dorozynski pleaded guilty in federal court in Syracuse on Wednesday. He could face a maximum of 10 years in prison when he is sentenced on Dec. 7. He was immediately taken into custody following his plea.

Dorozynski will also have to register as a sex offender and pay a fine of up to $250,000.
He was responsible for investigating child abuse cases for the county agency, where he worked from 2008 until 2010 when his girlfriend found the pornography and called police.

Sioux City, IA
Three Iowans have pleaded guilty in a federal case alleging exploitation of children for child pornography.

Prosecutors say 56-year-old Michael Malcom, of Humboldt, was convicted of sexual exploitation of children. He admitted that between 2008 and 2010, he enticed youths under 18 to pose or perform for pornography.

Twenty-2-year-old Ashley Prince was convicted of aiding and abetting possession of child pornography. Prosecutors say Prince admitted helping Malcom in producing the porn.

Twenty-4-year-old Nikki Fawcett was convicted of interstate transportation with another person for prostitution. Prosecutors say Fawcett admitted that between 2007 and 2009, she drove people across state lines so they could engage in prostitution.

Okeechobee, FL
A 51-year old Okeechobee man was arrested and charged with sexual battery on a child, computer child pornography, and possession or promotion of images of child pornography.

Arrested was Craig Barnes of the 17000 block of Northwest 284th St., Okeechobee. After receiving a complaint, deputies obtained a search warrant of Barnes' home. A news release reported that deputies found numerous items of child pornography.

Wake County, NC
A Wake County man will spend more than 20 years in federal prison after being convicted of possessing child pornography, according to the U.S. Department of Justice.

Billy Charles Burgess, 66, pled guilty in January to charges of receiving child pornography. His case began nearly seven years ago when a search warrant was executed at his home in Raleigh after it was learned that he had sent photos over the Internet of prepubescent girls engaged in sexual acts. The photos went to a person posing as the mother of a juvenile that he anticipated meeting, according to the U.S. Attorneys Office.

During the search of Burgess’ home, a desktop and a laptop computer were seized. Four pictures of child pornography that had been downloaded from the Internet were recovered from his computer, according to prosecutors.

An Asheboro man has been arrested on multiple child pornography charges.

Zachery Blade Miller, 22, was arrested Thursday.
 
Jack Wesley Turner, 52, of Reno, was indicted July 18, 2012, by a federal grand jury in Reno with receipt of child pornography. In 2004, Turner was sentenced to up to eight years in prison for distributing child pornography on the Internet. HandoutHe faces six counts of felony second-degree sexual exploitation of a minor for both receiving and sending out pornographic material, Randolph County deputies said.

Miller's arrest came after investigators viewed images of child pornography on a public network, deputies said.

Orlando, FL
An Orlando man who was accused of photographing children in his neighborhood was arrested on federal child pornography charges Thursday, and investigators say they found pictures of a former neighbor co-mingled with the illegal images.

Geoffrey Jones, 60, is accused of having hundreds of photographs and video of child porn on his computer, CDs and DVDs.

Aberdeen, SD
A former Indian Health Services employee has been sentenced to prison on a federal child pornography charge.

The American News reports (http://bit.ly/MLDcwD) that 55-year-old Ronald Dean Keats, of Aberdeen, was sentenced this week to three years and eight months in prison and a $100,000 fine. Keats earlier pleaded guilty to the charge.

Court records say an employee in the federal building in Aberdeen found a CD in the building's elevator in 2010. The disc contained images of child pornography as well as a document authored by the defendant.

In exchange for his guilty plea, three other charges of possession of child pornography against Keats were dismissed.

Charlotte, NC
A 28-year-old Charlotte man has been sentenced to 15 years in prison for his involvement with child pornography.

A federal jury in Charlotte in May 2011 found Rashod Sentelle Robinson guilty of aiding and abetting the transportation of visual depictions of minors engaging in sexually explicit conduct.

Federal prosecutors in Charlotte said Thursday the testimony during Robinson’s three-day trial established that FBI agents in Cleveland, Ohio, were conducting an online undercover investigation in 2009 and 2010 targeting people who used the Internet to share child pornography.

Friendswood, TX

Aphagus Ray WilliamsA Friendswood man has been arrested on child porn charges. 

Aphagus Ray Williams, 43, has been charged with six counts of possession or promotion of child pornography.

Friendswood police said they, with assistance from the Internet Crimes Against Children Task Force, executed a search warrant at Williams' home on Thursday.
This arrest is the result of a two-month investigation involving the possession of child pornography via the Internet, detectives said.

Reno, NV
Jack Wesley Turner, 52, of Reno, was indicted July 18, 2012, by a federal grand jury in Reno with receipt of child pornography. In 2004, Turner was sentenced to up to eight years in prison for distributing child pornography on the Internet. HandoutA 52-year-old man previously convicted in Reno for distributing child pornography on the Internet was recently indicted by a Reno federal grand jury related to receiving illicit images of children.


Grand jurors issued an indictment July 18 against Jack Wesley Turner charging him with receipt of child pornography. The Reno man was arrested Wednesday, and booked into Washoe County Jail.


The indictment alleges that July 3 he was in receipt of child pornography. No further details were available.

Crimes against Children 7-26-12

Paducah, KY
A former Fort Campbell, Kentucky soldier has pled guilty to charges of knowingly possessing, mailing, transporting, and shipping child pornography while residing within the Fort Campbell Military Reservation and during active duty in Iraq, announced David J. Hale, United States Attorney for the Western District of Kentucky.

Timothy Lee Hansen, age 25, appeared in United States District Court in Paducah, Kentucky, yesterday and entered a guilty plea to a four-count federal indictment brought by a federal grand jury on August 17, 2011. Prior to his indictment, Hansen had been charged in a criminal complaint on July 19, 2011. During an earlier hearing, Chief United States District Judge Thomas B. Russell ordered Hansen detained without bond.

According to court records, between February 2010 and February 15, 2011, Hansen, also known as “Hydes420,” allegedly used a peer-to-peer Internet file sharing software to download, store, and trade digital images of child pornography. A subpoena issued by the Federal Bureau of Investigation (FBI) tracked the IP address of the computer used to distribute child pornography to a computer belonging to Hansen and located in a soldier’s barracks at Fort Campbell. The information was turned over to the United States Army-Criminal Investigation Division (CID) at Fort Campbell on February 14, 2011.

Hansen was identified as an active-duty soldier assigned to the 5th Special Forces Group. According to the complaint, Hansen allegedly told investigators that he possessed approximately 100 megabytes of child pornography on his personal computers at Fort Campbell. He further allegedly admitted that he obtained and used the child pornography for sexual gratification.

Salt Lake City, UT
Jeffrey David Pirente, age 44, of Saratoga Springs, will serve 168 months in federal prison after pleading guilty to distribution of child pornography. Pirente had more than 600 images of child pornography on his computer and admitted using an advanced peer-to-peer network to send the images to others.

Assistant U.S. Attorney Carol Dain wrote in the sentencing memorandum that “Pirente admitted to distributing child pornography, and, in many chats, he attempted to gain access to other individuals’ folders by obtaining passwords. He organized his files, which included sadistic images of prepubescent children. He has sought out and traded sadistic, disturbing, and vile images of the rape and torture of children, using an advanced peer-to-peer network. He should be held accountable for all of his criminal conduct.” Dain said Pirente used the advance file sharing program to share his collection with as many as 153 other individuals and exchanged chats with those individuals for months.

Charlotte, NC
A Charlotte man previously convicted by a jury for aiding and abetting the transportation of child pornography was sentenced on Wednesday, July 25, 2012, in U.S. District Court in Charlotte to serve 15 years in prison, to be followed by a lifetime of supervised release, announced Anne M. Tompkins, U.S. Attorney for the Western District of North Carolina.

In May 2011, a federal jury found Rashod Sentelle Robinson, 28, of Charlotte, guilty of aiding and abetting the transportation of visual depictions of minors engaging in sexually explicit conduct. Robinson was indicted in October 2010. Testimony during the three-day trial established that in 2009 and 2010, agents with the FBI in Cleveland, Ohio, were conducting an online undercover investigation targeting people who used the Internet to share child pornography. An FBI agent testified at trial that, as part of the undercover investigation, he encountered a person using the name “rr75727” on the Internet and discovered that rr75727 was making child pornography available to others who wanted to download it from him. The FBI agent in Cleveland downloaded two videos and 18 images of child pornography directly from rr75727’s computer.

During the course of the trial, FBI agents from the Cleveland, Philadelphia, and Charlotte Offices testified that the investigation into the identity of rr75727 led to a home in Charlotte, and Charlotte FBI executed a search warrant at the home in May 2010. According to trial records, FBI agents determined that although Robinson was not at the home at the time of the search, he lived at the home when he was on breaks from attending college at Virginia Military Institute. On the day of the search, FBI agents seized several computers, including two that belonged to Robinson. Further investigation revealed that Robinson attempted to destroy evidence contained on one of the computers after he found out the FBI was investigating him.

A McPherson County man has been charged with using a 9-year-old girl to produce child pornography, U.S. Attorney Barry Grissom said today.

Philip Andra Grigsby, 50, Marquette, Kansas, is charged with two counts of enticing a minor to engage in sexually explicit conduct for the purpose of producing child pornography, one count of possessing child pornography, and one count of unlawful possession of a firearm after a felony conviction. The crimes are alleged to have occurred in April and July 2012 in McPherson County, Kansas.

If convicted, Grigsby faces a penalty of not less than 15 years and not more than 30 years in federal prison and a fine up to $250,000 on each of the counts of producing child pornography; not less than five years and a fine up to $250,000 on the possession count; and a maximum penalty of 10 years and a fine up to $250,000 on the gun charge. The FBI, the Australian Federal Police, the Marquette Police Department, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated. Assistant U.S. Attorney Jason Hart is prosecuting.

Teen, 17, Charged as Adult in Fatal CA Stabbing

Santa Ana, CA
Orange County prosecutors have charged a 17-year-old as an adult in the stabbing murder of another teen during a group fight in Anaheim.

Deputy District Attorney Howard Gundy said Wednesday that Ryan Nichols Coale will face one felony count of murder, with a sentencing enhancement for use of a deadly weapon.

Anaheim police say Coale was at Sycamore Junior High School playing handball with his friends on March 19 when a fight broke out among several people on a nearby basketball court.

Coale is accused of joining the fight and stabbing 19-year-old Edgar Cervantes in the chest with a small knife. The victim later died of the wound in a hospital.

A man on probation was arrested Tuesday on accusations he had child pornography, arrest reports state.

Derrick Holloway, 36, is accused of sexual exploitation of a child, Columbus police said.
According to reports, Holloway is on probation. Probation officers conducted a check of his Horseshoe Court home on Tuesday, and discovered a number of images of child pornography.

Austin, TX
Prosecutors say a Southeast Texas man caught with about 57,000 images of child pornography has been sentenced to 10 years in prison.

A federal judge in Beaumont on Wednesday sentenced 32-year-old Johnathan Lee Evans of Port Arthur. Evans in February pleaded guilty to possession of child pornography.

Investigators last August searched the Evans home and confiscated several computers and devices with thousands of child porn images. Evans was indicted the following month.

Salem County, NJ
Two Salem County men were arrested and charged recently in separate incidents for allegedly possessing and distributing child pornography, authorities said.

Charles T. Meyers, 40, of Pittsgrove Township, and Juan F. Padilla, 19, of Carneys Point Township, were both charged after search warrants were executed on their personal computers by the Salem County Internet Crimes Against Children Task Force (SCICAC) and the Gloucester County Internet Crimes Against Children Task Force (GCICAC).

Both men were charged with one count of distribution of child pornography, a
second degree offense, and one count of possession of child pornography, a
fourth degree offense.




Kansas City, MO
A Florida puppeteer and a Roeland Park, Kan., man face federal charges of conspiring to kidnap a child and possessing child pornography.
According to court documents filed on July 20, Ronald W. Brown, of Largo, Fla., and Michael Arnett had online conversations about the abduction, murder and cannibalism of children.

Brown was arrested last week after agents with the U.S. Department of Homeland Security searched his home in Largo, Fla. Court records state that agents recovered from his home images of child pornography, images of children engaged in bondage and images of children who appeared to be dead.

Brown, who owns a puppet company and performs shows for children as a side job, told investigators that he and Arnett chatted online about killing, dismembering and eating a boy from Brown’s church, but that it was fantasy, adding that he would never hurt anyone.

Arnett was arrested on May 23 on suspicion of producing and possessing child pornography. He remains in custody.

Davie Police said they began their investigation of Eduardo Macho after a neighbor complained Macho had given the 8-year-old a picture showing an adult and a child having sex.

Three persons facing charges related to child exploitation and prostitution pled guilty in the last week in federal court in Sioux City.

Michael Malcom, age 56, from Humboldt, Iowa, was convicted of one count of sexual exploitation of children. Ashley Prince, age 22, from Fort Dodge, Iowa, was convicted of one count of aiding and abetting the possession of child pornography. Nikki Fawcett, age 24, from Fort Dodge, was convicted of one count of interstate transportation of another with intent to engage in criminal sexual activity.

At his plea hearing on July 24, Malcom admitted that, between 2008 and 2010, he employed, used, persuaded, induced, or enticed minors under the age of 18 to engage in sexually explicit conduct for the purpose of producing visual depictions of such conduct. At her plea hearing on July 19, Prince admitted that, between 2009 and 2010, she aided and abetted Malcom in knowingly possessing visual depictions of minors engaged in sexually explicit conduct. At her plea hearing on July 23, Fawcett admitted that, between 2007 and 2009, she transported one or more persons across a state line, with the intent that such person or persons engage in prostitution.

This morning in federal court, Antonio Gallegos, 47, of Albuquerque, pled guilty to distribution and attempted distribution of child pornography under a plea agreement with the U.S. Attorney’s Office. At sentencing, Gallegos faces a maximum penalty of at least five years, but not more than 20 years of imprisonment, to be followed by up to a lifetime of supervised release. Gallegos also will be required to register as a sex offender. Gallegos has been in custody since his arrest on April 30, 2012, and will remain detained pending his sentencing hearing, which has not yet been scheduled.

Gallegos initially was arrested on a criminal complaint charging him with distribution, receipt, and possession of child pornography. On May 23, 2012, Gallegos was indicted and charged with one count of distribution and attempted distribution of child pornography; three counts of receipt of child pornography; and one count of possession of child pornography. During this morning’s hearing, Gallegos entered a guilty plea to count one of the indictment charging him with distribution and attempted distribution of child pornography.

In his plea agreement, Gallegos admitted that from August 6, 2011 through March 6, 2012, he knowingly distributed and attempted to distribute child pornography through a peer-to-peer filing sharing program. Gallegos acknowledged that investigators with the New Mexico Internet Crimes Against Children (ICAC) Task Force executed a search warrant at his residence on March 6, 2012, and seized computers and computer-related media containing child pornography. The search warrant was based on a New Mexico State Police (NMSP) investigation that began in September 2011 and monitored Internet Protocol (IP) addresses that appeared to be used to distribute, receive, and possess child pornography. IP addresses that were subscribed to Gallegos at his residence on the west side of Albuquerque were among the IP addresses identified by the investigation.

United States District Judge Timothy J. Corrigan sentenced Brandon Meredith Hardy (21, Valdosta) today to 10 years in federal prison and a 15-year term of supervised release for using the Internet to attempt to entice a minor to engage in illegal sexual activity. Hardy was also ordered to register as a sex offender and forfeit his computer media. In March 2012, Hardy was found guilty after a jury trial. At the time of the offense, Hardy was an airman and security officer in the United States Air Force and was stationed at Moody Air Force Base in Valdosta, Georgia.

According to testimony and evidence introduced during trial, from April 23, 2011 through April 28, 2011, Hardy engaged in a series of online conversations with a person whom he believed to be a 12-year-old child. Unbeknownst to Hardy, this “child” was actually an undercover officer with the Florida Attorney General’s Child Predator Cybercrime Unit. During the course of the online conversations, Hardy attempted to entice and persuade the “child” to engage in sexual activity and arranged to meet the “child.” On April 28, 2011, Hardy drove his vehicle from his duty station at Moody Air Force Base to a residence in St. Augustine, Florida, to meet the “child” for the purpose of engaging in sex. Immediately after Hardy rang the doorbell at the residence, he was arrested by deputies with the St. Johns County Sheriff’s Office. A search of Hardy’s vehicle revealed, among other things, a laptop computer containing a photograph depicting child pornography and a bottle of personal lubricant.

This morning, Duane Chavez, 27, of Los Lunas, New Mexico, entered a guilty plea to an information charging him with access with intent to view a visual depiction of a minor engaged in sexually explicit conduct under a plea agreement with the U.S. Attorney’s Office, announced U.S. Attorney Kenneth J. Gonzales.

Under the terms of the plea agreement, Chavez will be sentenced to 36 months of imprisonment, to be followed by a term of supervised release to be determined by the sentencing judge. The plea agreement also requires that Chavez register as a sex offender after he completes his prison sentence. Chavez was remanded into the custody of the U.S. Marshal’s Service after entering his guilty plea. He will remain detained pending his sentencing hearing, which has yet to be scheduled.

The information to which Chavez pleaded guilty charged Chavez with knowingly accessing child pornography with the intention of viewing it between January 2011 and March 7, 2012, in Valencia County. At the time of the offense, Chavez was employed as a prison transport officer by the New Mexico Corrections Department.

According to the plea agreement, in January 2012, the New Mexico State Police (NMSP) began an undercover investigation aimed at identifying those who possess, receive, and distribute child pornography. After the investigation revealed that an IP address subscribed to Chavez’s residence was participating in the distribution of child pornography, investigators with the New Mexico Internet Crimes Against Children (ICAC) Task Force executed a search warrant at Chavez’s residence on March 7, 2012, and seized a computer and computer-related media.

Special agents of the FBI arrested a former Pennsville, New Jersey Police officer this morning for allegedly impeding and obstructing the FBI’s investigation of his alleged possession of child pornography, U.S. Attorney Paul J. Fishman announced.

Robert Waterman, 31, of Wrightstown, New Jersey, is charging by Indictment with one count of obstruction of justice. He is scheduled to appear this afternoon before U.S. Magistrate Judge Joel Schneider in Camden federal court.

On March 4, 2010, the FBI began a criminal investigation of Waterman—then a police officer with the Pennsville, New Jersey Police Department—concerning his alleged possession of child pornography. FBI special agents interviewed Waterman that day, advising him of the nature of the investigation. Waterman then destroyed a computer hard drive with the intent to impede and obstruct the FBI’s investigation.

A complaint was unsealed this morning in federal court in Brooklyn charging Andrew Goodman with transporting a minor in interstate commerce to engage in sexual activity. Goodman’s initial appearance is scheduled later today before United States Magistrate Judge Cheryl L. Pollak, at the U.S. Courthouse, 225 Cadman Plaza East in Brooklyn, New York.

As alleged in the complaint, in February 2010, Goodman traveled with the then 15-year-old victim to Atlantic City, New Jersey. While there, Goodman sexually abused the victim in a hotel room.
“The prevention of sexual exploitation of children is a priority of this office,” stated United States Attorney Lynch. “Those who would take advantage of children are on notice that they will be prosecuted to the full extent of the law.” Ms. Lynch extended her grateful appreciation to District Attorney Charles J. Hynes and the Kings County District Attorney’s Office for their assistance in this case.

A puppeteer who has entertained children for years around the Tampa area had a sickening secret, according to a federal complaint.

Ron Brown collected pornographic images of children and fantasized about strangling, dismembering and cannibalizing children, court documents state. The 57-year-old Largo man is under arrest in the Pinellas County Jail, facing federal charges of conspiring to kidnap a child and possession of child pornography.

He was arrested as part of an international investigation conducted by federal Homeland Security agents based in Boston.

Brown was listed in the Pinellas County Schools speakers' directory as puppetry speaker for grades K-8. A school district spokesperson said his name was removed Monday because of his arrest.

RenderImage (2)"We're very concerned that he was included in the speaker directory, and the application process for the directory will be reviewed," said spokeswoman Melanie Marquez. "The safety of students and staff is our priority."

Marquez said Brown is not a school employee; the directory is a compilation of members of the community willing to volunteer their time to talk to students about their careers. The fugitive son of the late comedian Ronnie Barker was charged with allegations of possessing child pornography today after eight years on the run.

Adam Barker, 44, handed himself in to police this morning and was arrested and charged with five counts of making indecent images of children.

He was wanted by Scotland Yard after being arrested in connection with the Operation Ore inquiry into child porn.

He was remanded in custody until August 21 after appearing at Uxbridge Magistrates' Court charged with five counts of making indecent images of children.

Officers allegedly found 1,200 indecent images of children on a computer at his terrace home in Ealing. He was arrested in 2003 but jumped bail a year later.

Minneapolis, MN
Earlier today in federal court, a jury found a 60-year-old Red Lake man guilty of sexually abusing two female children. Following a four-day trial, the jury convicted Dean Earl Wilkens on four counts of aggravated sexual abuse of a child under the age of 12. Wilkens remains in custody pending sentencing, which has not yet been scheduled.

The evidence presented at trial proved that between December 12, 2008, and December 12, 2011, Wilkens, an Indian, engaged in sexual acts with two minor females while on the Red Lake Indian Reservation. On December 12, 2011, the Federal Bureau of Investigation was informed of one of the assaults after a victim disclosed the abuse to a school official.

For his crimes, Wilkens faces a potential maximum penalty of life in prison on each count. United States District Court Chief Judge Michael J. Davis will determine his sentence. This case is the result of an investigation by the Federal Bureau of Investigation. It is being prosecuted by Assistant U.S. Attorney Clifford B. Wardlaw.

A federal judge has sentenced a Kingsland man to 10 years in prison for distributing child pornography over the Internet.

Chief U.S. District Judge Lisa Godbey Wood also sentenced George McKee, 54, to 20 years of supervised release, and he will be required to register as a sex offender.

In late 2009, McKee, who was working for a security services contractor at Kings Bay Naval Submarine Base, took part in sexually suggestive chats and distributed child pornography through an Internet website, the U.S. Attorney’s Office said.

When a search warrant was executed at his home in March 2011, McKee still had child pornography on his computer, the U.S. Attorney said.

Toronto, Canada
A Whitby man has been charged with making and possessing child pornography, after a computer technician spotted images while doing repairs on a computer.

The technician contacted police after finding the images last week. When the man returned to the Whitby shop to pick up the computer, he was told it was in police custody. He turned himself in to a police station in Oshawa.

Sgt. Nancy Van Rooy said the man was not the subject of a previous investigation. Police are now looking for the children who were depicted in the pornography, she said.

Van Rooy said the investigation will begin locally, but units involved will work with the OPP and the RCMP. She said it’s not yet clear if police are looking for additional suspects.

Leonardo Carone, 59, is charged with making, possessing and accessing child pornography.

Investigators from the Montreal police major crimes unit are looking for potential victims after arresting 76-year-old suspect Jean-Guy Corbeil in south central Montreal for possession of child pornography.

Corbeil was arrested on July 11 after two young men doing maintenance work in his home found pornographic images and alerted Montreal police. Corbeil approached the men in a downtown park to solicit their services, and investigators believe it is possible others were lured into his home under similar circumstances.

Metairie, LARichard Batt III's "dark secret" was discovered when investigators searched two computers at his apartment in Metairie and found at least 60 images of children engaging in sexual activity, according to Jefferson Parish Sheriff's Office records. Batt, 57, told detectives he lived alone and was the only person with access to the computers. He admitted to downloading child pornography for masturbation, "a dark secret that he did not want anyone to know about," his arrest report said.

Deputies booked him Friday with two counts of having pornography involving a juvenile and three counts of possession of three or more images or videos of child pornography with the intent to sell or distribute them. He was released Saturday on an $80,000 bond.

A 47-year-old Fairburn man turned himself in Monday after being charged with possession of child pornography, the GBI said.

Donovan Dailey surrendered at the Fulton County Jail after being notified that he had been charged with five counts of sexual exploitation of children. He is being held without bond, according to the jail's website.

Images of child pornography were found on his computer last week when forensic computer specialists reviewed some of the equipment seized from his home, the GBI said.

Authorities collected a laptop, external hard drives and an iPhone when they executed a search warrant March 8. They were led to Dailey's residence while tracing an IP address associated with suspected child pornography and child erotica connected to someone using a Yahoo! Groups account.


Back to School - School Bus Safety Tips

My school district begins classes on August 1, with other districts in the area beginning within the next few weeks.  That means that those big, yellow school buses will be back on the road.

There is an excellent article at the link above that offers safety tips for parents and school personnel to teach our children, after offering up some startling statistics.  "According to a Department of Transportation study revised in March of 2011 (DOT HS 396), about 19 children die each year in school bus accidents -- either as riders or nearby pedestrians."  School buses are among the sturdiest, safest vehicles on the road, yet 19 children die each year.  So what can be done?

The article goes on to list some important safety tips:

- Orderly, Polite Behavior Required at All Times. Children must be reminded to never push or shove others while boarding, riding or exiting a vehicle. They should always wait for the driver's permission to either enter or leave a bus. Bullying behavior, verbally or physically, is strictly forbidden on buses -- just as it is in school;

- Regular Use of Handrails. Holding on to these while getting on or off a bus can prevent many falls;

- Exercise Great Care When Moving About in School Bus Danger Zones. The areas right behind a bus and on both sides of it (near the front) are especially dangerous. Tell your children about these areas and remind them that drivers often fail to see kids moving around in these areas;

- Use Crosswalks and Never Jaywalk. Drivers often panic when they see a large number of kids. Be sure to remind your children that it can be very risky to try and cross any street outside of the crosswalk area or at an intersection;

- Kids Should Carry Safely Packed Backpacks. Make sure your kids pack their backpacks safely and leave everything inside while riding the bus. It's just too easy to drop things or injure others by handling backpack items while the bus is moving;

- Make Sure All Bus Stops are in Safe Locations. If you question the safety of the location of a particular bus stop, take your concerns immediately to the school district and try to get the stop moved to a safer area. School bus accidents often occur when kids jump out of the vehicles in poorly marked locations;

- Take Extra Care When Crossing in Front of a School Bus. Kids should always wait until a bus driver clearly indicates that it's safe for them to cross in front of the bus before they start to do so. Some buses have automatic placards that provide this signal;

- Never Disembark to Pick Up an Item Dropped Out a Window. Tell your children that if they accidentally drop something out a window, they should tell the bus driver so they might be given a safe opportunity to retrieve the item. No one should ever throw any object out a window while playing on a bus;

- Cell Phones Should Not Be Used While Riding Unless an Accident Occurs. While it's okay if your kids call you after an accident, tell them to try and wait for instructions from the driver (or any other adult on board) before calling or trying to exit the vehicle;

- Check on the Driver's Personal Safety Record and Experience. Ask your school district if it can provide you with a copy of the most recent background check done on your child's school bus driver. Such checks should be routinely made by the district at least once or twice a year.

I am the Director of Transportation for my district.  My drivers will be teaching these points, and others, to the children.  It would be a great idea for parents to teach this at home as well.  I've had to visit children in the hospital after a school bus accident.  Fortunately, their injuries were not severe.  Nonetheless, it was a horrible feeling to look at a child who was under your care lying there hurt, even if it wasn't your fault.  It would even be even worse if it were my child.

Be on the lookout for those big yellow buses, and the little ones they carry.

Muirhead, 35, was charged in 2010 with using the internet for child pornography and possessing child-exploitation material.

The former host of the popular TV series The Collectors entered not guilty pleas, maintained through a series of appearances and preliminary hearings.

A man with homes in Charlestown and West Harwich was arrested today by federal authorities for possession of child pornography.

Thomas J. Richardson, 67, was charged last week in a sealed indictment with possessing materials containing visual depictions of minors engaging in sexually explicit conduct. Richardson, also known as “GreatG,” is alleged to have possessed the child pornography between July and November 2008. The indictment was unsealed today after Richardson’s arrest in West Harwich. After his appearance in court today, Richardson was released on electronic monitoring.

United States Attorney Carmen M. Ortiz and Richard DesLauriers, Special Agent in Charge of the Federal Bureau of Investigation, Boston Field Division, made the announcement today. The case is being prosecuted by Assistant U.S. Attorney Michael Yoon of Ortiz’s Major Crimes Unit and Trial Attorney Bonnie Kane of the Department of Justice’s Child Exploitation and Obscenity Section.
This case is being brought as part of Project Safe Childhood. In February 2006, the Department of Justice created Project Safe Childhood, a nationwide initiative designed to protect children from exploitation and abuse. Led by the U.S. Attorneys’ Offices, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims. A Powerful Article about Teacher Assaults

Lately, I have read several blogs and discussions concerning the under-reporting of crimes in schools.  As both a school administrator and a Director of School Safety, this directly impacts my work.

Yesterday I came across this article in the San Francisco Chronicle  "Teachers learning to file assault complaints".  The article covers Connecticut teachers who face problems with being assaulted in schools.  It provided a chilling statistic for Connecticut schools"In 2010-11, the latest school year data available, there were 181 assaults on teachers and school employees in Bridgeport and 1,528 assaults in the state, up from 1,308 in 2009-2010."  The article goes on to add more chilling statistics: "There were more than 6,400 reported incidents of physical violence against school employees from 2006 through 2010, according to data collected by the State Department of Education. (Connecticut)"

The first response from a person in denial is, 'That's just in Connecticut.'  While it might be hoped for, that is not the case.  "Using figures from the National Center for Educational Statistics, the study found that 253,100 teachers -- about seven percent -- report being threatened with injury, and 127,500 report being physically attacked in 2003-04. In 2007-08, according to the NCES, the number threatened had risen to 289,600 and the number attacked rose to 154,400. Reported assaults were more likely in urban districts and in secondary schools, the data showed." Seven percent of teachers across the country report being threatened with injury, and approximately 3.5% reporting being physically attacked, and it's clear that a major problem exists.

The American Psychological Association (APA) conducted a study which called violence against teachers a silent national crisis, with over 25% of teachers nationwide reporting being threatened at school.  A preview of that study had a quote from the Task Force which conducted the study, "“These numbers did not differ by school setting, by gender of the teacher or by years of teaching,” said Task Force Chair Dorothy L. Espelage, PhD, of the University of Illinois at Urbana-Champaign."

The question always arises, "Why don't teachers report?" Many teachers are assaulted by young students, and they don't want the student to get into serious trouble. They may not want to get involved in a long, protracted legal procedure.  Perhaps they fear retribution, or they may not feel that they have the administration's support.  Sometimes teachers are dissuaded from reporting the crime, to help create the illusion that the school is safe.

This must not be.

School safety is a matter for all in schools, not just the children.  We cannot attract the best and brightest to the profession of education if people will fear for their safety.  People cannot perform at their best if they operate in fear.  It is up to us, those that dedicate ourselves to the protection of others, to create an atmosphere of safety and hope.  We cannot stand by as anyone is threatened or attacked.

Our society is in turmoil, with more and more children becoming aggressive.  Yet, they are not the enemy.  Their aggressive behaviors are, and it is from those that we must defend the other children, and the adults whose safety is our responsibility.

Sheepdogs protect the sheep from the wolves, from within the flock and from outside the flock.  We cannot look the other way, we cannot falter, we cannot fail.

Don't accept under-reporting, and don't allow the denial of others to influence your duty.

Crimes against Children 7-21-12 Part III

WASHINGTON Anthony Mangione, 51, of Parkland, Fla., pleaded guilty today to one count of transportation of child pornography, announced Assistant Attorney General Lanny A. Breuer of the Justice Departments Criminal Division, Acting Special Agent in Charge Jeffrey C. Mazanec of the FBIs Miami Field Office and Sheriff Al Lamberti of the Broward County, Fla., Sheriffs Office.

According to court documents, between March 2010 and September 2010, Mangione transported visual depictions of minors engaging in sexually explicit conduct.

West Harwich, MA
United States Attorney Carmen Ortiz's Office reported yesterday that a man with homes in Charlestown and West Harwich has been charged with possession of child pornography.

Thomas J. Richardson, 67, was charged last week in a sealed indictment with possessing "materials containing visual depictions of minors engaging in sexually explicit conduct".
