Concept failure vs application failure

In an excellent blog on the Safe Havens International website, Michael Dorn explains a central concept in the discussion of the place lockdown has in Active Shooter response.

Lockdown is the core of most K-12 schools' response.  There are those who seek to change that, and our question is, why?  The concept of lockdown still has merits.  Those who put forth the new alternatives will point out mistakes made in other incidents as proof that the concept has failed, when in fact, the examples given are of failures in application.

Middle school student has gun at school, gets arrested

Vancouver, Washington

An 11-year old student at Frontier Middle School was arrested and charged with attempted murder when police found him in possession of a handgun, 400 rounds of ammunition, and several knives.

No information has yet been released about a possible motive.

2 Dead, 2 critically injured in middle school shooting

Sparks City, Nevada

An assailant brought a gun onto the campus of Sparks Middle School in Sparks City, Nevada, and opened fire.

After killing one student and critically wounding two others, the gunman allegedly turned the gun on himself.

Information is still sketchy.  Nearby Agnes Risley Elementary School went to lockdown, and was evacuated, along with Sparks Middle School, to be reunited with their families at Sparks High School.

My thoughts and prayers are with the families and students of Sparks City.

Teacher Brings Loaded Gun To Minnesota School For Fear Of Newtown Shooting

MINNEAPOLIS, MN
A teacher from Seward Montessori School brought a gun, due to fear generated by the Sandy Hook Elementary attack.

A staff member reported the presence of the gun to the principal, who placed the school on lockdown.

The teacher has been placed on administrative leave.

Bowie High School 'Soft Lockdown' Raises Alarms

Wichita Falls, TX
An intoxicated man with a backpack asked for directions to the local high school.  A "soft lockdown" was called for Bowie High School, a preventative lockdown in Safe Havens parlance.  Exterior doors are secured, and there is a heightened awareness by staff.  This type of lockdown allows classes to continue.

The man was apprehended, had no weapons of any type, and was charged with public intoxication.  While arrested at an entrance, he had never set foot on school propertySocial media rumors caused unrest with parents, leading them to find fault with the school's actions.

Threat Made To Local School Employee; Police Called To Investigate

Columbus, OH
Police are investigating a threat made against a staff member of Cedarwood Alternative Elementary School.

The threat was made by the staff member's son.

The building is on the standard "level one lockdown", which includes the locking of exterior doors.
